Cooperative <br />integration of the Barr system, coupled with an improvement in the water quality of Metro <br />effluent, will radically alter these habitual inefficiencies. Delayed repayment is a substantial <br />benefit to municipal users who would otherwise be required to make simultaneous <br />replacement of winter depletions to the Companies under Colorado law. <br /> <br />The water required to be returned to the Companies and their shareholders for irrigation is <br />only that amount that they would have ordinarily been supplied, given the diversions available <br />to the Companies' decrees during that specific year, but no more. There are several important <br />points regarding shareholder payback that should be considered: <br /> <br />I. Since the shareholders would be supplied on direct flows instead of by water <br />stored for months awaiting the irrigation season, the volume to be repaid would <br />be much less than the volume the Companies' were entitled to divert under their <br />decrees. If the shareholders were supplied directly ITom Beebe Draw alluvium <br />wells, the efficiencies would further increase. <br /> <br />2. The shareholders could most likely be repaid by effluent resulting from the first <br />use of its own water diverted and used upstream by a municipality. The volume <br />of water actually consumed by municipal use may well be much less than the <br />volume saved by improving on the existing Barr system inefficiencies, as <br />discussed above. <br /> <br />3. Depletions ITom municipal use of this water can be made up from non-tributary <br />return flows (which may accrue before or after the first use of the Companies' <br />water). transmountain return flows or other re-useable effluent. <br /> <br />7 <br />
