That inundation will alter, even destroy the existing <br /> <br />recreation uses and facilities at some of these reservoir sites <br /> <br />cannot be denied. This indicates that every advantage should be <br /> <br />taken of the recreational opportunities created by the construction <br /> <br />of the reservoirs to assure that the recreational benefits derived <br /> <br />vdll be as great if not greater than those destroyed. <br /> <br />D. Historical values to be affected by the several reser- <br /> <br />voirs in the GunnisDn-Arkansas froject appear to demand further <br /> <br />investigation. <br /> <br />II. Recommendations <br /> <br />A. Sufficient lands should be acquired for recreational de- <br /> <br />velopment, where such developments are justified, at the same time <br /> <br />the Bureau of Reclamation acquires land for other reservoir purposes. <br /> <br />On reservoir sites where recreational developments do not appear <br /> <br />justified at t'Jis time, it is deemed advisable to set aside suffie- <br /> <br />ient lands to allow public access to the entire shore line to the <br /> <br />extent compatible with primary reservoir ~urpDses. This will foster <br /> <br />control of the reservoir shores and assure access to the pool from <br /> <br />any point, if and when the need arises. <br /> <br />An important consideration is the fact that any recreational <br /> <br />values created by construction of these reservoirs, are the result <br /> <br />of the expenditure of Federal funds. Consequently, every effort <br /> <br />should be made to prDvide for the greatest benefits to the public, <br /> <br />and to assure that these benefits will not be limited to a select few. <br /> <br />6 <br />
