,
,

-33-

Bijou No.2 Reservoir) water represented by the 2,894 shares of

Company stock owned by the District. This District water is de-

livered pro rata to each acre of District lands without any charge

.

for canal .shrinkage.

.

The District continues to purchase Company stock whenever
it can and eventually hopes to acquire all of the Company stock.

~

The District does not own the entire storage right in the

Empire Reservoir. There are about 40 "private rights" in the

Empire Reservoir which, for the most part, are owned by persons
located under the Bijou system. The owners of these private

rights must bear the canal shrinkage in running this reservoir

water to their farm headgates. A maximum of 400 acre-feet is set

aside in the Empire Reservoir for the 40 private rights. The

balance belongs to the District taxpayers. The "value" of each

private right in Empire Reservoir varies with the amount of water

stored in the reservoir. Maximum farm headgate delivery would be

10 acre-feet per right. In 1966 each private right was worth 6.4

acre-feet. Due to canal shrinkage, a farmer at the lower end of

the system could probably receive a maximum of only 8 acre-feet

per private right even if the reservoir were full.

.

(The Bijou system calculates water deliveries in terms of

.

"day-feet" rather than acre-feet. One "day-foot" equals one c/f/s

for 24 hours, or two acre-feet. This is different from other

systems in the area, and one must be careful to use correct figures

when dealing with water under the Bijou system.)

.

The Bijou system incurs about a 35 percent shrink from its

headgate to the farm headgate.

The District pays a "running fee" to the Company of 53 cents

WQOOWAR{).CLYDE_SHERARD ANO ASSOCIATES
