Complaints were made that Company <br /> <br />stoc~ho1ders and District taxpayers were 'unable to get answers <br /> <br />to their questions, that financial and other records were not <br /> <br />. <br /> <br />made available to them, that Osborne runs the show and no one else <br /> <br />,. <br /> <br />knows what is going on, that Osborne hand picks the directors and <br /> <br />. <br /> <br />officers, etc. Despite this, we found the rather unanimous <br /> <br />opinion, even from the same persons voicing the criticisms, that <br /> <br />Osborne is a good engineer and docs a very good job of handling <br /> <br />the system for the District and the Company. <br /> <br />2. The Bijou System <br /> <br />The Bijou System is controlled by the Bijou Irrigation <br /> <br />Company and the Bijou Irrigation District. The system itself <br /> <br />consists of the Empire Inlet Cana1, the Empire Reservoir, the <br /> <br />Bijou Canal, and the Bijou No. 2 Reservoir. It is located on <br />the south side of the river in the Fort Morgan area. <br /> <br />The headgate of the Empire Inlet Canal is located about seven <br /> <br />miles upstream from Hardin, and about 1 mile upstream from the <br /> <br />Riverside Intake Canal headgate, on the south bank of the South <br /> <br />Platte River. It runs along the south side of the river for <br /> <br />several miles to the Empire Reservoir, located near Green City <br /> <br />, <br /> <br />Flats, which is about 15 miles upstream from Fort Morgan. Empire <br /> <br />~ <br /> <br />Reservoir discharges into the Bijou Canal. <br /> <br />The headgate of the Bijou Canal is on the south bank of the <br /> <br />river about four miles downstream from Hardin. The canal runs <br /> <br />for many miles on the south side of the river, past Empire Reser- <br /> <br />. <br /> <br />voir, past the Bijou No. 2 Reservoir, to the Fort Morgan area, <br /> <br />irrigating lands generally west and south of Fort Morgan. <br /> <br />Bijou No. 2 Reservoir is located about 8 miles west of Fort <br /> <br />WOODWARD_CL YDE_SHERARD AND ASSOCIATES <br />
