I '

!

-17-

The Board of Directors of the Company, until April 1, 1967,

.

consisted of R. J. Miller, Frank Whitney, and Robert Samples (all
of whom were also on the District ~oard), and Glen Christensen and
Frank L. Gill. The President of the Company was Robert Samples.
On April 1, 1967, E. L. Caneva replaced Robert L. Samples.

(Robert Samples was appointed as Water Commissioner for Water

.

District No.1 to replace his uncle, John L. Samples). Cecil

Osborne is the Superintendent, and Carl Kinkel is the Secretary-

Treasurer.

.
Cecil Osborne is not only the Superintendent for both the

District and the Company, but is also the City Engineer for the

Towns of Brush and Fort Morgan. In addition, he does consulting

engineering work for the Bijou system and other irrigation systems
in the valley. He also does consulting engineering on farm irriga-

tion systems, oil well locations and has done engineering work on
many of the large structures on the South Platte River.

The Company owns four storage decrees for the reservoir:
(a) A 1902 "measured in" decree for 16,070 acre-feet
(b) A 1907 "measured in" decree for 41,437 acre-feet
(c) A 1910 "rod" decree for storage to the 33.5-foot
,
level on the reservoir staff gauge, and
. (d) A 1929 "refill" decree for about 57,000 acre-feet.

The "measured in" decrees are based on water actually measured

in to the reservoir and once the stated amount has been measured

.

in, these decrees are satisfied. The "rod" decree can be called

.

on until the water reaches the 33.5-foot level on the staff gauge,

no matter how much water that may take. Since the reservoir loses

about 10 percent per month through seepage, we gathered the

WOODWARD.CLYDE.SHERARD AND ASSOCIATES
