INTRODUCTION <br /> <br />The Western Area Power Administration (Western) proposes to increase the <br />rates charged for electricity generated by facilities of the Colorado River <br />Storage Project (CRSP) as published in the Federal Register on February IS, <br />1980 (45 FR ID399). In compliance with the National Environmental Policy <br />Act of 1969 Western has prepared this environmental assessment (EA) to <br />analyze the anticipated impacts of the proposed rate adjustment and its <br />alternatives. <br /> <br />This environmental assessment is prepared in accordance with the Department <br />of Energy Guidelines for compliance with the National Environmental Policy <br />Act that were published in the Federal Register on March 28, 198D (45 FR <br />2D694 - 2D7D1). Section D of those guidelines states that for rate <br />adjustments for Power Marketing Administrations (PMA) the need for an Envi- <br />ronmental Impact Statement will depend upon: <br /> <br />1. The size of the increase as it relates to the rate of inflation <br />since the last rate adjustment <br /> <br />In addition, consideration was given to the following aspects in accordance to <br />the Department of Energy proposed guidelines published in the Federal Register <br />on July 18, 1979 (44 FR 42135 - 42147), Section D. <br /> <br />2. The percentage of demand in the service area that the PMA supplies <br />3. The relative prices between PMA supplied power and other sources <br />4. The level of any induced switching of fuels (as a result of the rate <br />adjustment) <br /> <br />5. Particular customer uses, where identifiable <br /> <br />The EA considers the impacts of the proposed rate adjustment and alternatives <br />and also considers the anticipated impacts on the physical and natural <br />environments of the area. <br /> <br />II. Revised Proposed Power Rate Adjustment <br /> <br />Public Law (P.L.) 84-485, Colorado River Storage Project authorizes the <br />comprehensive development of the water.resources of the Upper Colorado River <br />8asin for the purposes including regulating the flow of the river, storing <br />water, flood control, and for the generation of hydroelectric power. <br />
