leaving $5,231,000 associated witr.

water.

All this did was to divide up the costs between the Fry-Ark
Project and western Colorado uses but r.o specific provision
was made as to when the division was tc be' made or how such
division affects either party.

Turning to the above-meritioned "Operating Principles,. the
following is found in Article 3:

The receipts from the sale of water from
Ruedi Reservoir, as permitted in ~aragraph
5(b) hereof, shall be applied solely to
the operation and maintenance COStS and
t~ those reimbursable construction costs
of said reservoir which ~xceed $,,600,000.
7he cost of perpetual operation ar.j main-
tenance of the Ruedi Reservoir shall be
oorne by users of project water a~j users
