ThlS letter contains the followi~ <br /> <br /> <br />YOur proposed report indicates that the <br />total reimbursable investment allocated <br />to municipal and industrial water <br />supplies for use in Colorado west of <br />the Continental Divide can be reasonably <br />expected to be repaid with interes~ under <br />the provisions of the Water Supply Act of <br />195~, Public Law 85-500. Your proposed <br />report states further that in th~ absence <br />at this time of agencies or organizations <br />qualified to contract for repayment of the <br />cost assigned to such deferred municipal <br />and industrial water supply, it will be <br />necessary that the State of Colorado, <br />prior to transmittal of this report to <br />the Congress, furnish assurance as to <br />future repayment as required by the Water <br />Supply Act of 1958. <br /> <br /> <br />(, <br /> <br />It is the purpose of this letter to furnish <br />such assurance. We anticipate, as does your <br />report, that commercial development of <br />Colorado's oil shale reserves will create <br />a f~ture market for the municipal a~d <br />ind~strial water SUPPLY that would be <br />provided by Ruedi Dam and Reservci,. <br />Should such a market, however, not develop <br />to a degree sufficient to return costs' <br />allocated to municipal and industrial water <br />supply, the Stat~ of Colorado wil~ under- <br />take prepayment of the portion ne~essary' <br />to assure full repayment of the municipa~ <br />and industrial water supply costs. <br /> <br /> <br />In my review of the legislative histor~ of the Fryingpan- <br />Arkansas project, I have been unable to find any direct <br />reference to the Water SUPPlY Act of 1958 except for what is <br />quoted .atlove. .The State of Colorado fr.2l!'. my review of the <br />legislative history has never withdrawn;rretter of Novemp~r <br />24, 1959 quoted above,?
