<br />Determinations of water pollution problems and quantities <br />will consider Public Law 92-500 and its effects on water <br />pollution. <br /> <br />Watershed projects, RC&D measure plans and other projects <br />not authorized for implementation were not included in <br />the future without conditions. <br /> <br />The Rio Grande Water Compact will remain in effect, <br /> <br />The habitat of the black-footed ferret, which is typi- <br />cally in prairie dog towns, will continue to decline due <br />to eradication on private land, but increase on public <br />lands. <br /> <br />2. Federal and Forest Land <br /> <br />Based on current plans, statistics and informational coordi- <br />nation meetings, assumptions constructed around the future <br />without condition for these lands were: <br /> <br />Timber harvest will increase rapidly from historical <br />levels with much greater emphasis on private timber. <br />Major planting and thinning operations will occur on <br />national forest land through the next two decades, but <br />none will be initiated on state and private land. <br /> <br />No timber management will be directed specifically at <br />increasing water yield. <br /> <br />Timber harvesting from private land will be with the <br />assistance of the State Forester and accomplished in an <br />environmentally acceptable way. That is, harvest areas <br />will be moderate in size (less than 10% of a drainage <br />area), skid trails and temporary roads will be water- <br />barred and revegetated, permanent roads will have ditches <br />with drainage pipes properly spaced and located. The <br />result will be no significant impact on the Rio Grande <br />Cutthroat Trout habitat. <br /> <br />Forage production on national forest and natural resource <br />lands will increase significantly from 1980 to 2020 due <br />to intensified management. <br /> <br />No specific improvements for big game winter range areas <br />will be undertaken; increased forage production will <br />occur only with associated livestock range improvement <br />measures. <br /> <br />003427 <br /> <br />VI-3 <br />
