<br />should be pointed o~t that the barley projections listed under <br />OBERS include a combination of feed barley projected by OBERS <br />and additionally malting barley projections developed inde- <br />pendently by Coors Brewing Company. <br /> <br />In terms of value of production based upon 1974 established <br />Water Resources Council prices, the OBERS projections exceed <br />the without plan projections by about nine million dollars in <br />2000 and nearly 15 million dollars in 2020. OBERS exceeds the <br />NED plan projections by over four million dollars in 2000 and <br />over seven million in 2020, the alternate plan by nearly five <br />million dollars in 2000 and over nine million dollars in 2020 <br />and finally the EQ plan by over ten million dollars in 2000 <br />and nearly 16 mil lion in 2020. <br /> <br />Again, it is emphasized that the OBERS projections are not <br />meant as goals but rather benchmarks for comparison. Under <br />the existing restrictions of the Rio Grande compact and asso- <br />ciated water storage limitations and with yield, price and <br />cost assumptions utilized in the plan projections, meeting <br />production levels of all the OBERS agricultural commodity <br />allocations In the study area would not appear to be an <br />economic reality in 2000 or 2020. <br /> <br />3. Economic Projections, Environmental Preferences and National <br />Objectives <br /> <br />Depending on the problem and adequacy of information available, <br />projections are given on an annual basis for various forecast <br />periods In ten-year increments beginning with year 1980 <br />through 2020. All projections will, however, fall within <br />this five-decade planning realm actually starting in 1976 and <br />ending In 2025. Projections represent a decade midpoint; in <br />other words, a 1990 production projection would indicate the <br />average annual production through the ten-year planning <br />interval of 1986-1995. <br /> <br />As mentioned earlier, substantial interaction of projectIons, <br />preferences, national objectives and problems occurs. By <br />combining logical relatIonships, the presentation is greatly <br />simplified by avoiding repetition. Where no quantified data <br />can be listed, the projection or preference is stated verbally <br />in a descriptive manner. Table V-12 presents all the national <br />objectives and local problems in relation to their economic <br />projections and environmental preferences. <br /> <br />. <br /> <br />003420 <br /> <br />V-30 <br />
