<br />were developed for five categories--water; development and <br />use; wildlife; esthetics; and total quality, an overall <br />average of these five indices. <br /> <br />Since anyone value for anyone index is based on numerous <br />parameters attaining a maximum of 100 is not probable; <br />reaching a low of zero is also not likely, so maximizing each <br />category, the following are upper value limits: <br /> <br />water qual ity --------------------- 91 <br />development & use quality --------- 74 <br />wildlife quality ------------------ 64 <br />esthetic qual ity ------------------ 75 <br />total qual ity --------------------- 76 <br /> <br />Each value represents the highest quality attainable in the <br />Rio Grande analysis of forest lands and represents the environ- <br />mental preference of those lands for the future. <br /> <br />2. Agricultural production OBERS Comparisons <br /> <br />In 1972 OBERS series E' projections, released by the U. S. <br />Water Resources Council, were incorporated into the study <br />analyses as benchmarks for agricultural production. These <br />projections are not to be construed as production goals, <br />however. The assumptions underlying the OBERS series E' <br />projections are documented through the Water Resources <br />Council. <br /> <br />The objectives of the OBERS program are the development and <br />maintenance of (1) a regional economic information system with <br />provisions for rapid and flexible data retrieval; (2) near <br />term (1980-1990), mid term (2000) and far term (2020) pro- <br />jections of population, economic activity, and land use for <br />the nation and its geographic subdivision; and (3) special <br />analytical systems designed for use in water resources and <br />other public investment planning. <br /> <br />In short, the OBERS projections were developed with the notion <br />of nationwide consistency. The OBERS E' projections pertain <br />to agricultural commodities, along with forest products, and <br />were developed using recent information concerning domestic <br />demand and foreign export. <br /> <br />Table V-12 lists the OBERS projected production allocation for <br />national demands for the various commodities produced in the <br />basin alongside the projected production associated with the <br />without plan situation (continuation of on-going programs <br />only), the NED plan, EQ plan and the Alternate plan.
