As I understand it. they take this position for two <br />reasons: <br /> <br />(1) Since 1983-86 (the years in which the completed <br />studies were undertaken) were extraordinarily high <br />water years. and since reservoir operations have now <br />been revised to effect a reduction in the frequency <br />with which high releases are made, one first needs to <br />monitor the consequences of the new reservoir <br />operations before deciding whether there are in fact <br />impacts that merit further analysis. Thus. any <br />further studies should be conducted within the <br />constraints of current operating plans. <br /> <br />(2) Pewer fluctuations in reservoir operations (i.e.. <br />fewer peaking flows and more block loading) which the <br />Bureau of Reclamation proposes would reduce the <br />generation of hydroelectric power. <br /> <br />Discussion <br /> <br />We had originally been informed that pUblic comment on the <br />report of the Executive Review Committee would be due by the <br />end of June. However. we have recently been informed that the <br />schedule for pUblic comment has been extended to mid-August. <br />which will make it possible for the Board to take a final <br />position on this matter at its JUly meeting. <br /> <br />I will brief you orally on the main issues to which I <br />believe the Board needs to address itself and suggest the <br />tentative outlines of what the Board's position ought to be. I <br />will solicit comments based on that discussion and guidance <br />from the Board as to any additional information or analyses <br />which you would like preparatory to the JUly Board meeting. <br />The Board can then take a final position in July in the form of <br />a letter communicating the Board's views to the appropriate <br />officials in the Department of the Interior and the Western <br />Area Power Administration. <br /> <br />JWM/gl <br />Enclosure: as stated <br /> <br />-4- <br />
