<br />3 <br /> <br />include a 404{b){I) analysis of additional specific project features <br />that were described in the recommended plan but not included in the <br />original 404{b){I) analysis attached to the 1980 FES. Those additional <br />features include Ridges Basin Dam, Southern Ute Dam, City of Durango <br />pipeline crossing of the Animas River, Dry Side Canal siphon crossing of <br />the La Plata River, and 11 crossings of the La Plata River by the <br />Project's pipeline distribution system, and other crossings and channel <br />modifications in Basin Creek resulting from project construction. <br />The supplement will describe investigations of soils <br />characteristics. Although classification of project lands and adequate <br />soil surveys have been completed, in 1986 Congress amended the existing <br />legislation (PL 99-294) regarding land certification to include <br />investigations of soils characteristics which might result in toxic or. <br />hazardous irrigation return flows from project lands. Reclamation will <br />provide the results of those investigations in the supplement. <br />The supplement will evaluate new or updated information that has <br />become available since the 1980 FES. That information concerns <br />endangered species (Colorado squawfish and razorback sucker), wetlands, <br />rafting and water sports on the Animas River, water quality, eligibility <br />of the San Juan River as a Wild and Scenic River, geology, cultural <br />resources, and implementation of project mitigation measures. The <br />supplement will take into account the Final Biological Opinion for the <br />Animas-La Plata Project (Fish and Wildlife Service, October 25, 1991). <br />The supplement will address such project refinements as: (I) <br />phasing of construction pursuant to the June 1986 Agreement in Principle <br />Concerning the Colorado Ute Indian Water Rights, Settlement and Binding <br />
