<br />. <br /> <br />. <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: Randy Seaholm <br /> <br />DATE: December 9, 1992 <br /> <br />SUBJECf: Animas-La Plata Project Draft Supplement to the 1980 Final Environmental <br />Statement <br /> <br />Review Introduction <br /> <br />I have reviewed the draft supplement (DSEIS) in the following manner. First, I have <br />repeated three sections from the DSEIS. Those sections are the, "Purpose Need and Project <br />Authorization, Purpose of Supplement and Scope of Supplement. Secondly, I made a broad <br />overview review of the DSEIS which is provided under the, "Staff Analysis of Purpose and <br />Scope of the DSEIS." Finally, I have provided detailed comments on the DSEIS. <br /> <br />Puq>ose. Need. and Project Authorization <br /> <br />The DSEIS states, "A need for additional domestic and agricultural water was the <br />impetus for the Animas-La Plata Project (Project), as described in the first chapter of the <br />1980 Final Environmental Statement (!NT FES 80-18) (1980 FES). The Project is to divert <br />flows of the Animas and La Plata Rivers for agricultural irrigation, municipal, and industrial <br />uses. It would also provide for fish and wildlife preservation, recreation facilities, and a <br />cultural resources program. The Project puq>ose of providing a viable means to meet those <br />identified needs remains unchanged. However. at present and in addition to providing <br />agricultural. municipal. and industrial water. the Project also satisfies a portion of the <br />Colorado Ute Indian water rights claims as specified by the Colorado Ute Indian Water <br />Rights Settlement Act of 1988. <br /> <br />The Project was authorized for construction by the Colorado River Basin Project Act <br />of September 30, 1968 (Public Law 90-537) as a participating project under the Colorado <br />River Storage Project (CRSP) Act of April 11, 1956 (Public Law 84-485). Subsequent <br />authorization for the construction, operation, and maintenance of the Project was included <br />in the Colorado Ute Indian Water Rights Settlement Act of 1988 (Public Law 100-585)." <br />
