Moreover, to the extent feasible, it may be desirable <br />to segregate the discussion of impacts under each phase since <br />such an analysis would be helpful in defending against claims <br />that (i) the second phase will never be built and thus, the im- <br />pacts of phase I alone should have been considered and (ii) a <br />"57,000 acre feet" alternative should be considered. <br /> <br />V. NEW POPULATION DATA <br /> <br />Page V-2 of the Draft SEIS states that consideration of new <br />population data is outside the scope of the SEIS. The 1980 EIS <br />relied primarily on population data from the 1970 census as a <br />baseline.
