Zane
Page 3

tal parameters.

Since phased development is one of the significant changes
in the proposed action since 1980, any changes in environmental
impacts resulting from phased development should be considered in
the SEIS. Moreover, to the extent feasible, it may be desirable
to segregate the discussion of impacts under each phase since
such an analysis would be helpful in defending against claims
that (i) the second phase will never be built and thus, the im-
pacts of phase I alone should have been considered and (ii) a
"57,000 acre feet" alternative should be considered.

V. NEW POPULATION DATA

Page V-2 of the Draft SEIS states that consideration of new
population data is outside the scope of the SEIS. The 1980 EIS
relied primarily on population data from the 1970 census as a
baseline. To the extent new population data from the 1990 census
is available, it should be considered since the issue was raised
in both comments on the SEIS Notice of Intent and in Sierra
Club's complaint.

cc: Sam Maynes
Dan Israel
Scott McElroy

AG File No. E9218826.1
