<br />~W'"':-7 ~""' ..:-?~- - .~ <br /> <br />. <br /> <br />Im~acts to Bodo State Wildlife Area <br /> <br />Concerns: Impacts to Bodo beyond those predicted in the 1980 EIS <br />will occur from recent elk' use of mOre of the inundated area, <br />pipeline and powerline relocanion, the probable use of CR 211 as a <br />through road from the east, and from the potential of expanded <br />recreational development (COlorado Division of Parks and Outdoor <br />Recreation recently proposed a $26-40 million development plan). <br />These factors will impact both elk habitat value and the ability of <br />CDOW to effectively administer the area. The area will have little <br />remaining value as big game winter range. <br /> <br />Potential Mitigation: <br />replace it. <br /> <br />* BOR should purchase entire area and <br /> <br />Biq G&m8 Imnacts <br /> <br />Concerns: Mitigation land acquisition (2500 acres) is based on a <br />cooperative effort by BOR, USFWS, and CDOW in the late 1970's and <br />early 1980's. Additional impacts described above will increase <br />acreage needed to mitigate. Development and maintenance funds are <br />in 1980 dollars. . <br /> <br />Potential Mitiaation: <br />* Methodology from 1980 has been accepted by BOR, USFWS, and <br />CDOW for 1992 analysis. Due to additional impacts described above <br />(pipeline and powerline corridors, expanded elk use, County Road <br />211 use, increased recreational development) mitigation acreage <br />will increase depending on exact nature of impacts. <br />* Fencing and surveying should be viewed as part of <br />acquisition costs, and not included in the cost of the actual <br />mitigation, which is habitat improvement. <br />* Development and maintenance funds need to be updated from <br />the 1979 $21/acre to $45/acre. This figure is based on information <br />from the U. S. Forest Service for costs per acre for prescr ibed <br />hurns, rollerchoppping, hydro-mowing, and weed control. Operations <br />and maintenance costs were placed at $20,000 per year in 1979; the <br />1992 figure, based on increases in the Consumer Price Index, is <br />$37,400. <br /> <br />Wetland Impacts <br /> <br />Concerns: 120 acres of wetland have been identified in Ridges <br />Basin inundation area. Additional wetlands will be lost where <br />existing earth ditches are converted to pressurized pipe. These <br />ditch associated wetlands provide some of the only significant <br />riparian vegetation on the Dryside outside the La Plata River <br />riparian area. The EIS showed 550 acres of impacted wetlands on <br />the ditches, which is likely an overestimate. BOR needs to <br />determine acreage/quality of these wetlands and develop a <br />mitigation plan. <br /> <br />3 <br />
