An analysis of <br />spawning and young-of-year habitat should also be made due to <br />potential for the Animas to become suitable spawning habitat. <br />Monitoring of both native and- sport fish populations shOUld be <br />funded to verify IFIM results. <br /> <br />* Purchase of public fishing easements on Animas from Durango <br />to Basin creek, and on other area rivers if substantial loss of <br />public recreation is predicted. <br /> <br />* Have BOR hydrologists determine effects of flow reduction on <br />channel maintenance and remediate as needed. <br /> <br />* Have BOR provide additional water from McPhee Reservoir to <br />produce and maintain Gold Medal populations on the Dolores. This <br />would be considered off-site mitigation, but since BOR is reluctant <br />to consider changes in the pumping plant to change Animas flows, it <br />may be a viable option. <br /> <br />Impaot to Riparian Veqetation: Animas River Below pumn Plant. La <br />Plata River <br /> <br />Concerns: Decreased flow could cause a decline in the cottonwood <br />community and associated wetlands, decreasing wildlife values. <br />Concern for the southwestern willow flycatcher (candidate for T&E <br />listing) by USFWS may exist. ' <br /> <br />Potential Mitigation: <br /> <br />* Monitor effects of project with commitment to mitigate in <br />future. <br /> <br />* Purchase, enhance, and maintain cottonwood forest and <br />associated wetlands to replace lost values determined from <br />monitoring. <br /> <br />Fish Stoekina for Ridqes Basin <br /> <br />Concerns: Federal hatcheries are unable to provide fish. It has <br />been made clear to BOR that CDOW also lacks the ability to provide <br />fish. Stocking of salmonids in CRSP project reservoirs is a <br />federal commitment. If fishery cannot be established in Ridges <br />Basin due to lack of fish, will this require reanalysis of <br />benefits? <br /> <br />Potential Mitiaation: * Increase federal hatchery capacity <br />* Purchase hatchery facilities <br /> <br />2 <br />
