If not, why not?:
Yes, CWCB lnstreamflows will meet USFS needs. However, USFS also wants aflushing
flow (70%-120% of Bankfull) for some specified period between June 1 and July 15 each
year to move the high sediment load that exists in the stream. The sediment load is do in
large part to sanding that occurs on Independence Pass prior to its closing for the winter
and after it is plowed open in the spring.

If water is developed from stream, what protections does the USFS know would have to
be provided? None identified

Is potential development compatible with USFS needs? If not, why not?
Future development is compatible so long as there is exchange potential upstream to
new development. Twin Lakes Tunnel generally deliveries water during May and June.
Twin Lakes Reservoir generally is filling during May, June and July.

RECOMMENDATIONS:
(Le. can QP's be moved, CWCB in stream flows acceptable, etc.)
Move the QP to just above Twin Lakes Tunnel so that only the natural flow of the basin
is reflected. Have CWCB and CDOW verify that the current instreamflow amounts are
valid at new QP. Have USFS define what the flushing flow amount should be and the
time during which they want it protected. Make sure that there is some upstream
exchange potential to accommodate any future water development, particularly during
runoff.

ATTACHMENTS: List of attendees at the August 21, 1996 meeting and stream maps and lists
of water rights in area provided by the SEO.
