On October 20, 1993, the District notified the Corps that the <br /> <br /> <br />District agreed with the City of Trinidad, Colorado Division of Wildlife, Colorado Division of <br /> <br /> <br />Parks and Outdoor Recreation and the Colorado Department of Natural Resources that the best <br /> <br /> <br />use of the excess space was to allocate it to the permanent fishery pool capacity and was <br /> <br />changing its request to so allocate the excess storage space. <br /> <br />The Corps conducted an environmental assessment to revise the water control manual for <br /> <br />allocation of the excess storage space to the permanent fishery pool capacity.. The Corps <br /> <br /> <br />published the Final Environmental Assessment for Revision of the Water Control Manual to <br /> <br /> <br />Allocate Excess Storage in Trinidad Lake. Las Animas County. Colorado in September 1994. <br /> <br /> <br />Subsequently, Reclamation and the Corps replaced the 1990 Memorandum of Agreement that <br /> <br />made the excess storage space available to Reclamation with a new Memorandum of Agreement <br /> <br />dated April 26, 1995 to depict the allocation of the excess storage space to the permanent fishery <br /> <br /> <br />pool capacity. <br /> <br /> <br />Since both the Corps and Reclamation had determined that the amendment of the <br /> <br /> <br />operating principles was required before the enlarged permanent fishery pool capacity could be <br /> <br /> <br />filled with water, the Colorado Department of Natural Resources requested an immediate <br /> <br /> <br />amendment to the operating principles in June of 1995 and proposed a plan to fill the storage <br /> <br /> <br />space without interference with the District water supply and depleting useable flows to <br /> <br /> <br />downstream water users in Colorado and Kansas. At the November 1995 10 year review scoping <br /> <br /> <br />meeting, all the parties agreed the operating principles could possibly be amended before the 10- <br /> <br /> <br />year-review was completed to permit allocation of the excess storage space to the permanent <br /> <br /> <br />fishery pool capacity and filling the storage space without interference with the District water <br /> <br />13 <br />
