The product water would be <br />returned to the Colorado River for use as substitute water. The <br />yield is estimated to exceed 116,000 acre-feet/yr. Federal <br />ownership of the desalted water and right to convey desalted <br />water through the Colorado River are major institutional problems <br />to be overcome. This plan would improve the quality of Colorado <br />River water. <br /> <br />I <br /> <br />I <br /> <br />Advantages: <br />-Improves water quality in the United States and Mexico. <br /> <br />I <br /> <br />Disadvantages: <br />-aigh cost. <br />-Major water rights issue. <br />-Significant losses to the river. <br />-Significant losses in entitlement. <br />-More difficult to meet salinity differential. <br /> <br />I <br /> <br />I <br /> <br />Plan B-27. <br />Category IV <br /> <br />ImDlement Municioal and Industrial Conservation. <br />(No further analysis of this plan is contemplated.) <br /> <br />I <br /> <br />This plan would compensate for loss of return flow by reducing <br />demand for municipal and industrial (M&I) water because the <br />Federal Government would underwrite the cost of implementing <br />conservation measures. This plan does not appear to generate any <br />new water because most major M&I water distributors are already <br />stressing conservation among their water users as a means of <br />forestalling pending water shortages.
