I

I

Advantages:
"Low cost.

I

Disadvantages:
"Reduces total Upper and Lower Basin water supply.
"Difficult to administer and determine compensation.
"May require legislation.
"Water saved may be claimed by states.

I

I

Plan B-23.
Cost $36.0

~ind Alternate Uses For Untreated
million, TVS 1027 points, Category

Drain Water.
v.

I

Current users of Colorado River water that could use drainage
water for industrial purposes would be encouraged to use drainage
water. Costs of converting to use of drainage water would be
subsidized by the Federal Government. This would retain full use
of Arizona's Colorado River apportionment. Identification of
specific uses and determining associated costs is very difficult,
making cost estimates very speculative. The demand for drainage
water was estimated to exceed 116,000 acre-feet per year.

I

I

Advantages:
"Avoids water rights issue.

I

Disadvantages:
-Requires legislation for subsidy.
"Cost may exceed cost of plant.
"No users identified during previous studies.

I

I

plan 8-24 Develon Rockv Mountain East-Slone Exchanae.
Cost $37 million, TVS 934 points, Category V.

I

With this plan, Colorado River water used on the East Slope of
the Colorado Rocky Mountains would be exchanged with non-Colorado
River water. This would make Colorado River water available as
substitute water for bypassed drainage water. Potential sources
of exchange water include the Garrison Project in North Dakota
and the Oahe Project in South Dakota. They could potentially
provide more than the 116,000 acre feet per year needed.
Exchange water would be transported to, possibly, the
metropolitan Denver area. Colorado River water now diverted to
this area would be left in the Colorado River system to serve as
substitute water. This plan may produce significant inter-state
opposition.

I

I

I

Advantages:
"Total water supply in Upper and Lower Basin is increased.

I

I

31

I
