more than $15,000 from the CWCB construction fund for the preparation by the
Board of a detailed proposal for a basin-wide study of the Cache la Poudre.
This authorization would cover operating costs for a public information
program, consultation with interested parties and the printing and
distr ibution of pertinent mater ials. The intent of the recommendation was
that a detailed plan of study would be submitted to the General Assembly in
1984 for consideration and action as the legislature would deem appropriate.

In June 1983, House Bill 1102 was enacted by the Colorado General
Assembly. Section 3 of H.B. 1102 contained the following provision relating
to the Cache la Poudre Study:

"The General Assembly recognizes that further resource development
opportunities exist in the upper and lower Cache la Poudre River Basins.
The Board is further authorized to study the development and management of
the water resources of all or any portion of the Cache la poudre River
Basin should any agency, entity, or organization provide funds to the
Board for that purpose; provided, however, that any such study or studies
shall not include consideration of water development projects which would
be located upstream from Kinikinik or upstream from the Rockwell Damsite."
