<br /> <br />o <br />c.,) <br />(-) <br />--.J <br />CJI <br />o <br /> <br />. . <br />, <br />.' <br /> <br />. <br /> <br />. <br /> <br />" <br /> <br />CHAIRMAN <br />SUBCOMMITTEE ON ENERGY AND WATER DEVELOPMENT <br />APPROPRIATIONS COMMITTEE <br />HOUSE OF REPRESENTATIVES <br />WASHINGTON, D,C. <br /> <br />On behalf of citizens of the City and County of Muskogee, Oklahoma, we <br />whose signatures appear on the attachment, endorse and approve the action of <br />the Arkansas River Interstate Committee and its members in presenting their re- <br />quest for appropriations to continue development of the natural resources in <br />the Arkansas River Basin. <br />We also endorse the full program on public works as adopted by the <br />Arkansas Basin Development Association. <br />We urge this committee to oppose any consolidation of the Interior Bureau <br />of Reclamation with the Army Corps of Engineers. Recent studies indicate <br />that this consolidation is not justified. <br />We feel that, in order to eliminate detrimental affects on navigation, <br />it is necessary that the Corps of Engineers control the design, construction <br />and operation of lowhead hydro electric production throughout the navigation <br />system. <br />We oppose the 1.5 mills/ton mile use fee. Although we recognize the need <br />to reduce the burden of the Federal Budget, we urge you to go slow in placing <br />the full cost on local entities by limiting new cost sharing to limited in-kind <br />contributions, which we believe to be an appropriate compromise on this item. <br />We want to thank you for this opportunity to appear before you as you have <br />always been most gracious to us. We look forward with great expectations and <br />hope for the future of water resource development; with your assistance, it can <br />be done. <br /> <br />24 <br />
