<br /> <br />. <br /> <br />" <br /> <br />. <br /> <br />. <br /> <br />(""'> <br />r') <br />r"'~) <br />-.J <br />w:.. <br />--.I <br /> <br />STATEMENT OF <br /> <br />HOUSTON ADAMS <br /> <br />CHAIRMAN FOR THE STATE OF OKLAHOMA <br />ARKANSAS RIVER BASIN INTERSTATE COMMITTEE <br /> <br />APRIL 2, 1985 <br /> <br />Mr. Chairman and members of the Committee, I am Houston Adams, a <br />banker and Oklahoma Chairman of the Arkansas River Basin Interstate <br />Committee, from Tulsa, Oklahoma. <br /> <br />It is my privilege to present this statement on behalf of the Oklahoma <br />members of the Committee in support of adequate funding for water resource <br />projects in our area of the Arkansas Basin, Other members of the Committee <br />appointed by our Governor, the Honorable George Nigh, are: Mr. E, R. <br />Albert, Jr.; Mr, Robert S. Kerr, Jr,; Mr. Harold B, Scoggins, and Mr. Fred <br />G, Turner. <br /> <br />We together with representatives of the other Arkansas Basin States, <br />fully endorse the statement presented to you today by the Chairman of the <br />Arkansas River Basin Interstate Committee. <br /> <br />We appreciate the opportunity to present our views of the special <br />needs of our State concerning several studies and projects. <br /> <br />We are pleased that the President presented in his budget message for <br />FY 1986 $8,000,000 in funds for the continued construction of Arcadia Lake, <br />Oklahoma, and the $1,035,000 in comprehensive and flood damage prevention <br />studies on the Arkansas river and tributaries. We urge that on authorized <br />projects in Oklahoma, the study capability of the Corps of Engineers be <br />funded in order to complete or to advance study completion, <br /> <br />We support all of the appropriation requests in the Federal Budget for <br />the Arkansas River Basin. <br /> <br />There are ten projects omitted from the Federal Budget that, in our <br />opinion, are critical to the continued development of water resources in <br />Oklahoma, We are requesting the Committee add the projects and funding <br />outlined herein. <br /> <br />With respect to project selection for authorization and construction, <br />we are concerned that the administration is attempting to abrogate <br />Congressional authority and responsibility. In Oklahoma alone, there are <br />four projects not funded due to lack of "up front" funding by local <br />interests and, therefore, deleted from the budget request. We suggest <br />Congress review this policy as to its ultimate effect on our Nation's <br />future water resource development. <br /> <br />21 <br />
