<br /> <br />.' <br /> <br />. <br /> <br />. <br /> <br />OPPOSING THE CLOSING OF <br />~, THE CONSTRUCTION AUTHORIZATION FOR <br />0, THE McCLELLAN-KERR ARKANSAS RIVER NAVIGATION SYSTEM <br />r~, <br /> <br />"'-l <br />~ This five-state committee is vigorously opposed to any <br />~ effort or attempt to close the construction account for the <br />McClellan- Kerr Arkansas River Navigation System. There are a <br />number of construction items that need to be accomplished <br />before consideration of or any attempt to close out the <br />construction authority for the Arkansas River. <br /> <br />Navigation on the Arkansas has been adversely affected <br />during four (4) of the past five (5) years due to low water <br />levels of the Mississippi River which were not anticipated in <br />the design of the Arkansas River navigation system, but which <br />have occured due to degradation of the Mississippi River. <br />Solutions to the problem are still under study by the Corps' <br />Waterway Experiment Station at Vicksburg, Mississippi. <br /> <br />Of equal importance is the necessity to repair damage to <br />Dam No. 2 on the Arkansas incurred during the unprecedented <br />high flows during the December 1982 flood. The instability of <br />this dam endangers the entire system upstream to Tulsa. Should <br />this dam fail, the entire navigation system would be lost. <br /> <br />Therefore, the construction authority needs to be kept <br />open until these matters, among others, are satisfactorily <br />resolved. <br /> <br />18 <br />
