<br />priority and that sufficient funds be appropriated to
<br />catty forward a progressive water resources program.
<br />We oppose the cancellation of any duly authorized
<br />project by anyone other than the Congress.
<br />We especially urge that public works programs rather
<br />than public service jobs be used to help solve unemploy-
<br />ment. Public works programs will not only open oppor-
<br />tunities for the wide variety of skills but will create
<br />something of lasting value to the Nation.
<br />
<br />Urban Flood Programs:
<br />In view of the emphasis being placed by the
<br />Administration on the solution of urban flood problems,
<br />we urge the Congress to provide sufficient funds for an
<br />effe<;tive program of urban studies and small flood con-
<br />trol projects and authorized projects protecting urban
<br />areas.
<br />
<br />Freedom of American Waterways:
<br />The Association fully endorses the traditional prin-
<br />ciple of freedom of the Nation's waterways and opposes
<br />excessive taxes, lockage fees or user charges that would
<br />reduce America's economic gains presently achieved
<br />through efficient waterway transportation.
<br />
<br />NationallhnsPGrtation System:
<br />To adequately meet the future needs of America
<br />to move it's goods and projects, we urge the Adminis-
<br />tration and the Congress to support the development of
<br />a National Transportation System, of which a National
<br />Waterways System is an integral part. .
<br />The Federal Government should recognize the inher-
<br />ent advantages of water transportation in the areas of
<br />cost and fuel efficiency and it's contribution to national
<br />economic, social, and environmental policy objectives.
<br />We urge actions which will maximize the use of low
<br />cost~ energy efficient water transportation.
<br />
<br />Navigation Reliability:
<br />We urge that the Federal and State Governments
<br />recognize the need to continue to improve the naviga-
<br />tion reliability on our inland waterways. This includes
<br />maintenance dredging, channel and harbor improve-
<br />ments, the replacement of inadequate locks and the im-
<br />provement of channel capacities to handle flood flows.
<br />We urge that no actions be taken which interfere or de-
<br />lay this vital work.
<br />We support adequate bridge and other structure clear-
<br />ances on all navigable waterways and oppose construc-
<br />tion of any structures that do not meet required
<br />clearances.
<br />We urge recognition of water control for uninter-
<br />rupted navigation as a priority in water management.
<br />liydro-eJectiic power generation should be scheduled
<br />to prevent navigation interruptions and delays.

<br />We urge the D.S, Army Corps of Engineers to estab-
<br />lish criteria for and approve construction plans and de:.
<br />sign for all privately-owned hydro-electric generation
<br />facilities proposed to be built on the McOellan-Kerr
<br />Waterway. Such approvals should be subject to satisfac-
<br />tory provisions for navigation lockage.
<br />
<br />Economic Development: .
<br />The Association recognizes the economic, social,
<br />and industrial value and impact of water resource devel-
<br />opment to the Arkansas River Basin. They have been an
<br />important factor in reversing unemployment and popu-
<br />lation losses of the region, thereby creating a climate in
<br />which the area can contribute to the general welfare of
<br />the region and the Nation. We believe that continued
<br />water resource managment work is essehtial to future
<br />economic growth of the region.
<br />The Association conunends the states, local govern-
<br />ments, and private enterprise for their continuing efforts
<br />to develop suitable port, recreation, and private indus-
<br />trial facilities to optimize the economic, social, and in-
<br />dustrial benefits water development brings to a region.
<br />We urge this effort be expedited.
<br />The Association endorses planning and zoning at the
<br />local level.
<br />
<br />Water Compacts:
<br />We endorse interstate compacts in the Basin, to
<br />provide equitable apportionment of the waters of inter.
<br />state streams.
<br />
<br />State Water Plans:
<br />We support efforts by the states to develop their re-
<br />spective State Water Plans, including distribution sys-
<br />tems and the intrastate transfer of excess and surplus
<br />Waters to the water-short areas within the respective
<br />states. However, we urge that the respective States and
<br />the Federal Government give higher priority and greater
<br />support to the completion of the State Water Plans. The
<br />Title m Water Grant Program should be continued.
<br />
<br />Water Resource Agencies:
<br />The Association opposes the creation of any
<br />agency which would consolidate or duplicate existing
<br />agencies that are proven experts in their respective
<br />fields.
<br />
<br />Education:
<br />The Association recognizes that there is wide-
<br />spread misunderstanding and apathy about the role and
<br />value of water resource development. We urge public of-
<br />ficials, the academic Cbmmunity, news media and all
<br />who help mold public opinion to cooperate in educa~
<br />tional and informational programs to bring the facts to
<br />the public about the vital role water resource programs
<br />play in the national economy.
