. sources managment projects be declared a top national
priority and that sufficient funds be appropriated to
catty forward a progressive water resources program.
We oppose the cancellation of any duly authorized
project by anyone other than the Congress.
We especially urge that public works programs rather
than public service jobs be used to help solve unemploy-
ment. Public works programs will not only open oppor-
tunities for the wide variety of skills but will create
something of lasting value to the Nation.

Urban Flood Programs:
In view of the emphasis being placed by the
Administration on the solution of urban flood problems,
we urge the Congress to provide sufficient funds for an
effe<;tive program of urban studies and small flood con-
trol projects and authorized projects protecting urban
areas.

Freedom of American Waterways:
The Association fully endorses the traditional prin-
ciple of freedom of the Nation's waterways and opposes
excessive taxes, lockage fees or user charges that would
reduce America's economic gains presently achieved
through efficient waterway transportation.

NationallhnsPGrtation System:
To adequately meet the future needs of America
to move it's goods and projects, we urge the Adminis-
tration and the Congress to support the development of
a National Transportation System, of which a National
Waterways System is an integral part. .
The Federal Government should recognize the inher-
ent advantages of water transportation in the areas of
cost and fuel efficiency and it's contribution to national
economic, social, and environmental policy objectives.
We urge actions which will maximize the use of low
cost~ energy efficient water transportation.

Navigation Reliability:
We urge that the Federal and State Governments
recognize the need to continue to improve the naviga-
tion reliability on our inland waterways. This includes
maintenance dredging, channel and harbor improve-
ments, the replacement of inadequate locks and the im-
provement of channel capacities to handle flood flows.
We urge that no actions be taken which interfere or de-
lay this vital work.
We support adequate bridge and other structure clear-
ances on all navigable waterways and oppose construc-
tion of any structures that do not meet required
clearances.
We urge recognition of water control for uninter-
rupted navigation as a priority in water management.
liydro-eJectiic power generation should be scheduled
to prevent navigation interruptions and delays.

~,,;

',,'

. . .-"
. ~:,<:~'~~:~~1;:6~:\:;0:<:/:.{:?: ~< ~

-

We urge the D.S, Army Corps of Engineers to estab-
lish criteria for and approve construction plans and de:.
sign for all privately-owned hydro-electric generation
facilities proposed to be built on the McOellan-Kerr
Waterway. Such approvals should be subject to satisfac-
tory provisions for navigation lockage.

Economic Development: .
The Association recognizes the economic, social,
and industrial value and impact of water resource devel-
opment to the Arkansas River Basin. They have been an
important factor in reversing unemployment and popu-
lation losses of the region, thereby creating a climate in
which the area can contribute to the general welfare of
the region and the Nation. We believe that continued
water resource managment work is essehtial to future
economic growth of the region.
The Association conunends the states, local govern-
ments, and private enterprise for their continuing efforts
to develop suitable port, recreation, and private indus-
trial facilities to optimize the economic, social, and in-
dustrial benefits water development brings to a region.
We urge this effort be expedited.
The Association endorses planning and zoning at the
local level.

Water Compacts:
We endorse interstate compacts in the Basin, to
provide equitable apportionment of the waters of inter.
state streams.

State Water Plans:
We support efforts by the states to develop their re-
spective State Water Plans, including distribution sys-
tems and the intrastate transfer of excess and surplus
Waters to the water-short areas within the respective
states. However, we urge that the respective States and
the Federal Government give higher priority and greater
support to the completion of the State Water Plans. The
Title m Water Grant Program should be continued.

Water Resource Agencies:
The Association opposes the creation of any
agency which would consolidate or duplicate existing
agencies that are proven experts in their respective
fields.

Education:
The Association recognizes that there is wide-
spread misunderstanding and apathy about the role and
value of water resource development. We urge public of-
ficials, the academic Cbmmunity, news media and all
who help mold public opinion to cooperate in educa~
tional and informational programs to bring the facts to
the public about the vital role water resource programs
play in the national economy.

....,'.:<'"

k..-.1:, <'. < ;:';~:~"

".....

:.::~..;':.~:;:.";;\;t.:,...,

./ :'~ '.

~'~'1.";;/ 1~~,~~~<;~i~~,~;j~_t~0 ",ft~~~~~~;
, .' ,...,,'~.~~' ?:i:<,;< ;, ,::;.~;;'()!iiJ~"?: .'...".', "'!Pf~\'?~':!)
~!""""'t" "'~'>'f.; ,; ~.
