Arkansas Basin Development AsSOciation, Inc.
Annual Meeting, ThIsa~ Oklahoma
Platform Adopled March 9, 191!4
Water Resources Program:
The Arkansas Basin Development Association
conunends the 98th Congress of the United States, and
especially the delegations frOm Arkansas, Oklahoma,
Kansas, Colorado, and Missouri for appropriating funds
for FY 1985 to continue study, planning and construction
of essential projects necessary for water resource man-
agement, particularly navigation, flood control, water
quality and supply, and interbasin diversion in the Ar-
kansas River Basin.
Also, we commend Governor Ointon of Arkansas,
Governor Lamm of Colorado, Governor Carlin of Kan-
sas, Governor Bond of Missouri, and Governor Nigh of
Oklahoma for making possible through their appoint-
ments to the Arkansas River Basin Interstate Committee
a unified appearance before the Congress in behalf of
the Arkansas Basin.
We respectfully request that the Congress of the
United States include in the next Authorization Bill the
projects in the Arkansas River Basin recommended by
Federal Agencies~ We urge the Congress to appropriate
the amounts required for orderly water resource man-
agement of the Basin to include study, planning, and
construction funds.
Federal and State Support:
We commend the Corps of Engineers, the Bureau of
Reclamation, the Soil Conservation Service and the
Water Resource Agencies of the States of Arkansas, Col-
orado, Kansas, Missouri, and Oklahoma for their zeal,
efficiency and cooperation in continuing essential work
and for recognizing the values that Water resotIrce de-
velopment contributes to the economic well-being and
environmental protection of ~e Nation.
National Water Resources Policy:
Present water resources policy is contained in a
wide variety of Congressional Acts and administrative
rules and regulations. We believe that policy refOrm will
not be brought about by pie~emea1 studies or tinkering
with programs and procedures. We urge the Adminis-
tration and the Congress to develop a National Water
Resources Policy based on clearly stated goals and objec-
tives which recognize the regional differences, and
upon which a viable National Water Resource Program
can be based, We especiaJIy urge the Administration to
declare that they are committed to developing the water
resources of the Nation to meet the future needs of the
people,

Water and Related Land Resources Management:
, Expanded population needs and energy require-
ments demand an acceleration of water resources and
C'onservation management programs by government at
all levels - Federal, State and Local. In view of these ur-
gent and growing national requirements, it is regrettable
Jhat the Administration is endeavming to reduce the
Federal support of water and related land reSOurces.
Such action will only delay the projects that are needed
by America since many projects require major support
by the Federal Government if they are to succeed.
Water Development Criteria:
' We support the development of meaningful prin-
ciples and standards for planning and evaluating water
and related land resources, particularly the establish-
ment of a reasonable discount rate. Evaluation proce-
dures must be clear, concise and capable of being
understood and used by all agencies. Further, this Asso':
dation urges that regional development benefits be in-
cluded in evaluating all water resource projects. The
basic criteria must be established by and controlled' by
the Congress for they must ultimately approve the pro-
grams and projects,
While we recognize the importance to our Nation of
protecting it's plant, fish, and wildlife resources, we op-
pose unreasonable standards and requirements that
suppress .reasonable development of the Nation's water
resources under the guise of protecting plant, fish
and wildlife,
Construction of Water and Land Resources:
Nature is in a constant process of change. Modem
man has sought to direct the pattern of change so it ben-
efits both himself and his environment. Man has some-
times damaged his environment while simultaneously
doing a creditable job of providing for his needs over the
centuries.
Man and Environment to survive must be compati-
ble and serve one another. Man must, therefore,
obtain maximum ecological benefits from his environ-
ment by wisely tilling the soil; harvesting Nature's crops
of food and fiber, wildlife, fish and timber; preserving
Nature's esthetics; storing the surplus, such as water for
future needs; controlling runoff that destroys Nature's
bounties; providing efficient transportation and estab-
lishing desirable communities. Likewise, man must
eliminate ecological waste by not befouling land and
water; by wisely using Nature's surpluses of land,
water, wood, minerals, and products of the land. to meet
the needs of man.
Frequent drought conditions in the Nation and declin-
ing subsurface water supplies demand that, rather than
stopping or delaying duly authorized projects, water re-
