Pueblo, Colorado <br /> <br />Arkansas Basin Development AsSOciation, Inc. <br />Annual Meeting, ThIsa~ Oklahoma <br />Platform Adopled March 9, 191!4 <br />Water Resources Program: <br />The Arkansas Basin Development Association <br />conunends the 98th Congress of the United States, and <br />especially the delegations frOm Arkansas, Oklahoma, <br />Kansas, Colorado, and Missouri for appropriating funds <br />for FY 1985 to continue study, planning and construction <br />of essential projects necessary for water resource man- <br />agement, particularly navigation, flood control, water <br />quality and supply, and interbasin diversion in the Ar- <br />kansas River Basin. <br />Also, we commend Governor Ointon of Arkansas, <br />Governor Lamm of Colorado, Governor Carlin of Kan- <br />sas, Governor Bond of Missouri, and Governor Nigh of <br />Oklahoma for making possible through their appoint- <br />ments to the Arkansas River Basin Interstate Committee <br />a unified appearance before the Congress in behalf of <br />the Arkansas Basin. <br />We respectfully request that the Congress of the <br />United States include in the next Authorization Bill the <br />projects in the Arkansas River Basin recommended by <br />Federal Agencies~ We urge the Congress to appropriate <br />the amounts required for orderly water resource man- <br />agement of the Basin to include study, planning, and <br />construction funds. <br />Federal and State Support: <br />We commend the Corps of Engineers, the Bureau of <br />Reclamation, the Soil Conservation Service and the <br />Water Resource Agencies of the States of Arkansas, Col- <br />orado, Kansas, Missouri, and Oklahoma for their zeal, <br />efficiency and cooperation in continuing essential work <br />and for recognizing the values that Water resotIrce de- <br />velopment contributes to the economic well-being and <br />environmental protection of ~e Nation. <br />National Water Resources Policy: <br />Present water resources policy is contained in a <br />wide variety of Congressional Acts and administrative <br />rules and regulations. We believe that policy refOrm will <br />not be brought about by pie~emea1 studies or tinkering <br />with programs and procedures. We urge the Adminis- <br />tration and the Congress to develop a National Water <br />Resources Policy based on clearly stated goals and objec- <br />tives which recognize the regional differences, and <br />upon which a viable National Water Resource Program <br />can be based, We especiaJIy urge the Administration to <br />declare that they are committed to developing the water <br />resources of the Nation to meet the future needs of the <br />people, <br /> <br />Water and Related Land Resources Management: <br />, Expanded population needs and energy require- <br />ments demand an acceleration of water resources and <br />C'onservation management programs by government at <br />all levels - Federal, State and Local. In view of these ur- <br />gent and growing national requirements, it is regrettable <br />Jhat the Administration is endeavming to reduce the <br />Federal support of water and related land reSOurces. <br />Such action will only delay the projects that are needed <br />by America since many projects require major support <br />by the Federal Government if they are to succeed. <br />Water Development Criteria: <br />' We support the development of meaningful prin- <br />ciples and standards for planning and evaluating water <br />and related land resources, particularly the establish- <br />ment of a reasonable discount rate. Evaluation proce- <br />dures must be clear, concise and capable of being <br />understood and used by all agencies. Further, this Asso': <br />dation urges that regional development benefits be in- <br />cluded in evaluating all water resource projects. The <br />basic criteria must be established by and controlled' by <br />the Congress for they must ultimately approve the pro- <br />grams and projects, <br />While we recognize the importance to our Nation of <br />protecting it's plant, fish, and wildlife resources, we op- <br />pose unreasonable standards and requirements that <br />suppress .reasonable development of the Nation's water <br />resources under the guise of protecting plant, fish <br />and wildlife, <br />Construction of Water and Land Resources: <br />Nature is in a constant process of change. Modem <br />man has sought to direct the pattern of change so it ben- <br />efits both himself and his environment. Man has some- <br />times damaged his environment while simultaneously <br />doing a creditable job of providing for his needs over the <br />centuries. <br />Man and Environment to survive must be compati- <br />ble and serve one another. Man must, therefore, <br />obtain maximum ecological benefits from his environ- <br />ment by wisely tilling the soil; harvesting Nature's crops <br />of food and fiber, wildlife, fish and timber; preserving <br />Nature's esthetics; storing the surplus, such as water for <br />future needs; controlling runoff that destroys Nature's <br />bounties; providing efficient transportation and estab- <br />lishing desirable communities.
