C. <br /> <br />Mr. Chairman, and members of the Committee, my name is Charles L. Thomson, and I <br />am General Manager of the Southeastern Colorado Water Conservancy District, head- <br />quarted in Pueblo, Colorado. I submit this statement today in behalf of the other four <br />members of the Colorado delegation. who were appointed by our distinguished Governor, <br />the Honorable Richard D. Lamm. My colleagues are: Mr. William McDonald, Director, <br />'Colorado Water Conservation Board; Mr. John E. Javernick, farmer and rancher from <br />Canon City, representing the Upper Arkansas Basin in Colorado; Mr'. Lee Hancock, Sup- <br />erintendent, High Line Canal Company near Rocky Ford, a farmer representing the Low- <br />er Arkansas Basin, and Mr. Raymond D. Nixon, retired Executive Director, Department <br />of Public Utilities for the City of Colorado Springs, representing the municipal and dom- <br />estic water users in the Basin. We are truly honored today, Mr, Chairman, to join our <br />colleagues from the other great States of Arkansas, Missouri, Oklahoma and Kansas who <br />make up the Arkansas River Basin Interstate Committee, and appear before you as a uni- <br />fied group respectfully requesting appropriations for necessary Water Resource Projects <br />in the five states. <br /> <br />The members of the Colorado delegation strongly recommend the approval of the approp- <br />riations budget submitted by President Ronald Reagan for the U, S, A rmy Corps of Engin- <br />eers and the U. S. Bureau of Reclamation P,'ojects in the State of Color'ado. M 1', Reagan <br />I'('commcnds the following'for continued conslr'ucl!on on lhe 1o'r'yingpun-AI'kansas PI'oject <br />in FY 1986: <br /> <br />Construction------------------$6. 034 million <br />0& M----------------------- $1.777 million <br /> <br />The construction funds will permit the Bureau to complete necessary work at Twin Lakes <br />Dam. which serves as the afterbay for the Mt. Elbert Power Plant, and complete the <br />second unit on Mt. Elbert. This 200 megawatt pump-back storage power plant serves a <br />very important purpose in providing peaking power. The budget also recommends $3.685 <br />for continued construction of recreation facilities at Pueblo Reservoir, which is rapidly <br />becoming one of the most popular and heavily used water recreation facilities in eastern <br />Colorado. It also provides $1.602 million for the beginning of construction of a much <br />needed fish hatchery just downstream from Pueblo Dam, which will provide the variety <br />of game fish which are sorely needed to meet the ever growing demands of the fishermen <br />from throughout the United States. The Bureau has also requested $427,000 to be used <br />to purchase right of way along an important stretch of the Arkansas River near Buena <br />Vista, to provide access for recreational purposes.
