In the middle or c~on <br /> <br />region of the basin, power resources predominate and irrigation <br /> <br />interests are small. In general, where irrigation interests <br /> <br />are p;racticable, they should be given preference over power <br /> <br />interests and this rule re~uires storage of water in Boulder <br /> <br />. <br /> <br />CaQYon, or balon, for the use of the lower valleys. <br />
