Expected operation

FONTENELLB - ReleaRe~ at Fontenelle have been steady at 900 cfs since
October 3. This steady release level was maintained for the spawning of
Kokanee which takes place in October and early November. Releases will
be increases to 1250 cfs on November 12. Releases will be maintained
near this level throughout the winter in order to draw the reservoir
down to minimum power pool by the end of March 1994. Reservoir inflow
is currentlY about ,650 cfs.

FLAKING GORGB - In water year 1994 Flaming Gorge will again be\operated
in compliance with the Final Biological Opinion for the Operation of
Flaming Gorge Dam (FDBOFG). A three year winter study of endangered
fishes in the Green River below Flaming Gorge will commence this winter.
The study will look at the effects of fluctuating winter releases and
steady winter releases on endangered fishes. This coming winter,
Flaming Gorge will be operated with significant hour to hour
fluctuations. In the winter of 1994-1995 steady releases will be made
from Flaming Gorge throughout the entire winter period. An attempt will
also be made by Reclamation to release the same volume of water in the
winter of 1993-1994 and the winter of 1994-1995 in order that the study
results not be biases because of different volumes. In the Spring of
1994, as part of the FDBOFG, high releases of 4300 cfs will again be
made at Flaming Gorge. The current operating plan includes a special
high release with a duration of 5 weeks. The exact duration of these
high releases will depend on hydrologic conditions in the Upper Green
River Basin in water year 1994.

ASPINALL - Inflow during October was once again slightly below average,
even though precipit&tion was above average. This was due primarily to
less than average precipitation over the Gunnison Basin during the past
3 months.

Releases from Crystal are currently at 1,300 cts and flows in the river
are currently j,,300 cts as the tunnel diversIOns have been discontinued
