<br />. <br /> <br />PRELIMINARY FEASIBILITY ESTIMATE <br />OF THE POTENTIAL USE OF THE <br />CONSERVATION POOL OF CHATFIELD RESERVOIR <br /> <br />Introduction <br /> <br />The Division of Parks and Outdoor Recreation of the Department of <br /> <br /> <br />Natural Resources expressed its desire to enter into a contract with <br /> <br /> <br />Central Colorado Water Conservancy District for the use and management <br /> <br /> <br />of the conservation pool of Chatfield Reservoir between the 20,000 and <br /> <br /> <br />24,000 acre-feet contents. According to the terms of the contract Central <br /> <br /> <br />Colorado Water Conservancy District, hereinafter referred to as the District, <br /> <br /> <br />will replace the evaporation losses from the conservation pool and will be <br /> <br /> <br />allowed to use the remaining storage volume for its own benefits condi- <br /> <br />tioned upon its ability to fill and/or refill the above stated space. <br /> <br />Paralleling this investigation negotiations are underway with various <br /> <br /> <br />ditch and reservoir companies with the objective of negotiating its changes <br /> <br /> <br />and operating agreements and/or purchasing some of their water rights or <br /> <br />reservoirs. It is extremely important at this point that no part of the <br /> <br /> <br />investigations or this report becomes public knowledge prior to the District's <br /> <br /> <br />completing its water acquisitions for this project. The reader therefore <br /> <br /> <br />is strongly urged to treat this report on a strictly confidential basis and <br /> <br /> <br />not to divulge any of its contents to persons not directly working on the <br /> <br /> <br />project. <br /> <br />Scope <br /> <br />Since the main purpose of the above-mentioned contract is to secure <br /> <br />the replacement of the evaporation losses from the conservation pool of the <br /> <br /> <br />reservoir, this report is limited to the feasibility analysis of that part <br /> <br /> <br />of the project alone. Some basic hydrologic quantities are to be developed <br /> <br /> <br />at various probabilities that can be used as the basis for the feasibility <br /> <br /> <br />analysis. Subsequently various sources of replacement water are discussed <br /> <br /> <br />with particular emphasis given to their yields, reliabilities, transfer- <br /> <br /> <br />abilities, and the anticipated costs of their acq~isition. <br /> <br />M..
