Reclamation had provided an <br />opportunity to comment on the model studies and included in the Board folder is a copy of lID's <br />comment letter, dated July 2, 1997, to Reclamation. Also included in the Board folder is a copy of <br />a letter from lID to MWD, dated July 2, 1997, expressing its concern with a "yield" base approach <br />for re-operation of the River and advocating the use of a spill avoidance strategy. <br /> <br />During the June 20th Colorado River Management Work Group meeting, it was decided to <br />fonn a Technical Committee to look at the operating scenarios that have been run, and to make <br />recommendations regarding future modeling studies and how these studies should be analyzed. <br />Recommendations from the Technical Committee will be presented to the Colorado River <br />Management Work Group for its consideration prior to additional studies or analyses being <br />conducted. The objective of this effort is to have surplus/shortage guidelines in place by June of <br />1998, so that these guidelines can be used in the development of the 1999 AOP. <br /> <br />With the passage of the North American Free Trade Agreement, the governments of the <br />United States and Mexico reached an agreement on binational mechanisms to facilitate border <br />environmental cleanup and provide additional support for community adjustment and investment. <br />As a result, the Border Environment Cooperation Commission was fonned and issued its first report <br />in 1995. The Commission plans to issue its second report entitled" 1997 California-Baja California <br />Border Environment Needs Assessment Report" later this year. Included in the Board folder is an <br />information sheet requesting infonnation concerning proposed projects that could potentially receive <br />financial or technical assistance. <br /> <br />Basin Statesffribes Discussion <br /> <br />The Colorado River Board Agency Managers are continuing to meet to develop <br />recommendations associated with California's Plan to demonstrate how it intends to be able to Jive <br />within its 4.4 mafbasic apportionment when required to do so. Since the Board's last meeting, a <br />number of meetings with individual entities have been held and the Agency Managers, as a whole, <br />have met twice. The objective is still to have a recommendation to present to the Board for its <br />consideration at the July 23, 1997, Special Board meeting. <br /> <br />The meeting with the Colorado River Basin states is still scheduled for August II, 1997 in <br />San Diego, California. It is anticipated that California will report on the progress being made on the <br />development of the California Plan. <br /> <br />Colorado River Endangered Fish Species <br /> <br />The Lower Colorado River Multi-Species Conservation Program (LCR MSCP) Steering <br />Committee met on June 26th and the Work Group on June 27th in Las Vegas, Nevada. Contract <br />negotiations for facilitation services appear to be complete. Negotiations with the Plan Development <br />contractor are on-going, but should be concluded soon. <br /> <br />3 <br />
