RECOMMENDED DECJ:SJ:ON <br /> <br />Reclamation's decision is to execute a four-party substitution <br />agreement among the District, Denver, NCWCD, and Reclamation on <br />behalf of the Secretary of the Interior. The agreement will <br />enable Denver to take delivery of water indirectly from Wolford <br />Mountain Reservoir through a process of substitution. <br /> <br />The District-Denver lease arrangement ~imits Denver to a maximum <br />of 30,000 acre-feet in any single year or 45,000 acre-feet in any <br />3 consecutive years from Wolford Mountain Reservoir. Subsequent <br />operation of this reservoir pursuant to the proposed four-party <br />agreement could reduce the flow of the Blue River below Dillon <br />and Green Mountain Dams up to 30,000 acre-feet in any single year <br />or up to 45,000 acre-feet during any 3 consecutive years in which <br />water is substituted. <br /> <br />The four-party substitution agreement to be executed on behalf of <br />the Secretary of the Interior will include provisions to request <br />the court in the Consolidated Federal Cases to enter a <br />supplemental decree approving the terms and provisions of the <br />agreement. <br /> <br />The decision of BLM was to approve the preferred alternative <br />identified in the FEIS which entails development of a reservoir <br />at the Wolford Mountain site. A zoned, earthfill dam would be <br />constructed on public lands administered by BLM 4 miles north of <br />Kremmling, Colorado. A majority of the proposed reservoir basin <br />is situated on private land. The proposed dam is 120 feet high <br />and would impound 60,000 acre-feet of water. The proposed <br />reservoir would inundate 1,447 acres of land and extend about 5.5 <br />miles upstream from the dam. BLM has approved the right-of-way <br />(ROW) application for the Wolford Mountain reservoir site. <br />Amendment of the Kremmling Resource Management Plan was necessary <br />to accommodate ROW approval. Specifically, the resource <br />management plan was amended to allow for anticipated recreational <br />use of Wolford Mountain Reservoir. <br /> <br />In its record of decision issued February 1990, the USFS <br />recommended selection of the Wolford Mountain alternative on BLM <br />and private lands as the reservoir site, thus eliminating the <br />need to issue a Special Use Permit for the Rock Creek Site. <br />Since the proposed site on Rock Creek was not selected, the USFS <br />has no role in implementing the recommended decision. <br /> <br />IJ:I. OTHER. ALTERNATIVES CONSIDERED <br /> <br />In addition to the preferred alternative, two other alternatives <br />were evaluated in the 1990 FEIS. <br />
