The Draft <br />Environmental Impact Statement (DEIS1 was released for public <br />comment in August 1987. A supplemental DEIS (SDEISl providing <br />additional analysis of the two proposed reservoir sites was <br />issued in August 1988. The FEIS was issued in February 1990. <br /> <br />The project' alternatives involved lands administered by two <br />different Federal agencies, the BLM and the USFS, and their <br />respective procedures for decision making. The USFS was <br />responsible for management decisions involving the proposed Rock <br />Creek reservoir site. The USFS issued its Record of Decision in <br />February 1990 which was published in the FEIS. BLM was <br />responsible for decisions involving the proposed Wolford Mountain <br />reservoir site and issued its Record of Decision in March 1991. <br /> <br />Execution of a four-party agreement between the District. Denver, <br />~orthern Colorado Water Conservancy District (NCWCD), and <br />Reclamation is reauired to enable Denver to utilize water from <br />either proposed reservoir pursuant to the Denver-District lease <br />arrangement. Furthermore, Green Mountain Reservoir, owned and <br />operated by Reclamation pursuant to Senate Document No. 80 (75th <br />Congress. 1st Session), is a critical component in Denver's <br />ability to participate in the lease arrangement. The SDEIS and <br />FEIS disclose the potential impacts associated with the execution <br />of the four-party agreement. <br /> <br />In certain years, some of the water stored in Denver's Dillon <br />Reservoir is owed to Green Mountain Reservoir to satisfy the <br />requirements to fill Green Mountain Reservoir pursuant to the <br />provisions of the stipulations and decrees entered in the <br />Consolidated Federal Cases regarding the Blue River. Denver <br />proposes to substitute water from the District's reservoir as <br />provided for by the District-Denver agreement in lieu of releases <br />from Dillon Reservoir. <br /> <br />Since releases from the District's reservoir pursuant to the <br />District --Denver agreement cannot be made directly to Green <br />Mountain Reservoir, the releases of water will become a <br />substitute for the releases of water from Green Mountain <br />Reservoir and such substitutions can only be made with the <br />approval of and as directed by Reclamation. While releases will <br />be made from Wolford Mountain Reservoir for several purposes, the <br />frequency of these substitution releases is estimated to be 5 out <br />of 30 years without construction of new east slope storage <br />facilities by Denver and 12 out of 30 years with construction of <br />east slope storage facilities. <br />
