Those practices <br />identified as BMPs are likely to include: retrofit of <br />indoor high-flow plumbing fixtures with low-flow <br />fixtures and toilet dams in existing construction; <br />installation of water meters in all new construction <br />(all water in Southern California is already metered!; <br />installation of ultra~low-flush (ULF) toilets in new <br />construction; improvements in outdoor water use <br />efficiency; and audits of water agency distribution <br />systems to reduce leakage. <br />4. Potential BMPs. Other conservation <br />practices will be studied to determine if their costs <br />and effectiveness warrant inclusion on the BMP <br />implementation list. These future potential BMPs. <br />include installation of water meters in all existing <br />California residences and buildings, replacement of <br />high-flow toilets in existing construction with ULF <br />toilets, and a wide variety of other practices. <br />B. Conservation Credits Pro~ram. <br />To assure the aggressive implementation of <br />conservation programs through the use of financial <br />incentives, the Metropolitan Board of Directors approved <br />the Conservation Credits Program in August, 1988. <br />1. Credit Payments. Under this program, <br />member agencies and subagencies as appropriate receive a <br />payment from Metropolitan' for the implementaton of <br />effective conservation programs. <br /> <br />-17- <br />
