How- <br /> <br />ever, the District Engineer found that a channel improvement project on <br /> <br />the Purgatoire River through the city of Trinidad would accrue benefits <br /> <br />only slightly less than the estimated annual charges, and since impor- <br /> <br />, <br />tant intljngible benefits involving the se.cur-ity of the conun11l1ity and <br /> <br />nationally important transportation facilities would also accrue, it <br />" <br /> <br />was concluded that the project was justified. In view of the foregoing, <br />the District En~ineer reconunended that the channel improvemeht project <br /> <br />at Trinidad, C010rado, be adopted as the most suitable plan for flood <br />, , <br /> <br />protection on the Purgatoire Rivet, Colorado. <br /> <br />, <br />3. The Chief of Engineers concurred with the views and recom- <br /> <br />mendations of the District Engineer and submitted the report, under the <br /> <br />date of September 8, 1943, to the Secretary of War for transmission to <br /> <br />Congress with the recommendation that improvement of Purgatoire River for <br /> <br />protection of the city of Trinidad, Colorado, be made by means of levees <br /> <br />and channel works generally in accordance with the plans of the District <br /> <br />Engineer. The report l<as transmitted to Congress January 24, 1944, by <br /> <br />the Secretary of War and was published as House Document No. 387, 78th <br /> <br />Congress, 2d Session. The project was authorized substantially in ac- <br /> <br />cordance with the House Document, by Public Law 534, 78th Congress, <br /> <br />2d Session, approved December 22, 1944. <br /> <br />4. Scope of survey. - This review report W<li> authorized by the <br /> <br /> <br />Chief of Engineers by third indorsement dated April 12, 1945, on letter <br /> <br />from the Chairman, Committee on Flood Control, House of Representatives, <br /> <br />U. S., dated 11arch 2, 1945, transmitting the resolution quoted above. By <br /> <br />seventh indorsement dated May 18, 1945, in the referenced correspondence, <br /> <br />the Chief of Engineers approved a review of only the upper part of the <br /> <br />Purgatoire River basin, as indicated by the wording of the resolution. <br /> <br />2 <br /> <br />
