<br />2310 <br /> <br />Upstream Storage <br /> <br />The upstream reservoir would be a multiple-purpose feature possibly <br />located at the Two Forks site. Its primary uses would be conservation <br />storage, flood control and regulation of municipal water supplies. <br />Conservation storage would facilitate water exchanges to the benefit <br />of water users between Denver and the downstream storage. Briefly <br />stated the exchange operation would permit upstream water users <br />to divert water out of priority during those periods when the <br />appropriati ve demands of do,lnstream users could be met by releases <br />of storage water from downstream works. <br /> <br />The total storage capacity at the upstreaJll reservoir vill be related <br />to availability of flows and functions served by the reservoir. The <br />size of the municipal water pool will depend upon future needs and <br />regulation requirements of the metropolitan area. Additional capacity <br />may possibly be required for regulation for power production, <br />recreation, fish and wildlife and pollution abatement. <br /> <br />Downstream Storage <br /> <br />"'. <br /> <br />The downstream reservoir would also be a multiple-purpose feature. <br />Its principal functions would be flood protection, conservation of <br />flood flows and return flows resulting from upstream irrigation and <br />municipal uses, and reduction of sediment interference with the <br />operation of existing facilities in the river below Fort Morgan. <br />In addition, capacity could be provided to consolidate storage waters <br />from several smaJ.l inefficient, off-stream reservoirs. Other <br />functions include sediment control, recreation, conservation of <br />fish and Wildlife, as well as unidentified, miscellaneous uses. <br />These different functions could be provided by a reservoir at either <br />the Weld County site or the Narrows site, if control of Bijou Creek <br />near its mouth is provided. <br /> <br />Lllllds below the reservoir could be served directly, and the lands <br />above it could be served by exchange water. <br /> <br />Although not included in the reconnaissance plans either of the <br />potential reservoirs could be modified to store Jackson Reservoir <br />water. If stored in Weld COlUlty Reservoir, a smaJ.l dike would be <br />required to protect the town of Kersey lllld the height of dam would <br />need to be increased about lt feet. Any consolidation of storages <br />would offer an opportunity for reducing evaporation losses in the <br />basin. Also, either reservoir could provide temporary winter storage <br />and permit more efficient use of water downstream. Such storage <br />could generally be accomplished without an increa.se in capacity at <br />either site. <br /> <br />2 <br />
