Sparks, Director
Colorado Water Conservation Board
215 State Services Building
1525 Sherman Street
Denver 3, Colorado

Dear Mr. Sparks:

Enclosed are 15 copies of our Site Selection Report on the Narrows Unit,
which are for your review and consideration and that of the Narrows
Project Steering Committee. We presume this supply is sufficient for
forwarding a copy to each of the committee members.

The report presents comparative evaluations of alternate main stem
reservoirs at the Weld County and Narrows sites. The report also pre-
sents alternate methods for the control of Bi,lou Creek noods and sediment
at the Wiggins Reservoir site or by diversion into the Narrows Reservoir.
Evaluation of the feasibility of a multiple-purpose reservoir on Bi,lou
Creek at the Hoyt site is included. The report discloses the following
main points:

1. Control of Bi,lou Creek noods at the Hoyt Reservoir site is
impractical because of the high cost of the impounding structure and the
limited benefits which can be derived.

2. Because of the heavy contribution of sediment by Bi,lou Creek to
the South Platte River, the control of sediment is an inherent cODsidera-
tion in any plan for flood control and conservation on this reach of the
South Platte River.

3. Either the Narrows or Weld County Reservoirs could be used for
main stem storage and nood control if provision is made for control of
Bi,lou Creek sediment.

4. The cost of developing and ope~ting the Narrows site is sub-
stantially lower than the cost of equivalent development at the Weld
County site.
