') 1 <br />'" t ~ .... <br /> <br />. <br /> <br />. <br /> <br />Powell, expressing the Basin states interest in, and commitment to, being actively involved as issues <br />related to the Colorado River Delta are addressed. Included in the Board folder is a copy of the letter <br />that was sent to both secretaries, on behalf of the seven Basin states, expressing its views on the issue <br />and requesting a meeting with both secretaries to further clarify the Basin states position. <br /> <br />Minute No. 306 Symposium (Colorado River Delta Symposium) <br /> <br />Arrangements for the Minute No. 306 Symposium are progressing. The International <br />Boundary and Water Commission (IB WC) has established September 11th and 12th as the dates for <br />the symposium. Agenda items for the symposium have been broken into three areas: (I) Legal and <br />Institutional; (2) Plumbing/Conveyance Systems; and (3) Ecological/Scientific/Technical Studies. <br /> <br />Under agenda item I, the discussion will deal with present laws and institutions, both <br />international and domestic, that contribute to or hinders solutions to the problem. Part of the <br />discussion will include which laws should be changed or created? Agenda item 2 will cover <br />presentations by Reclamation, CILAlIBWC, and CNA focusing on the Colorado River as an <br />integrated watershed, and agenda Item 3 will deal with i) research and conservation actions, that are <br />currently underway and/or have been completed, ii) information gaps and proposed research, and iii) <br />ecological processes affected in the Delta region and main environmental, social and economic <br />problems. <br /> <br />Colorado River Environmental Activities <br /> <br />Lower Colorado River Multi-Species Conservation Program (MSCP) <br /> <br />The MSCP Steering Committee's Technical Consulting Team is continuing to produce <br />significant work products for review and comment by various subcommittees and agency staff. <br />Recently, the Team produced updated and revised species goals based upon comments received from <br />interested parties and the MSCP Bio-subcommittee. The Technical Consulting Team is on track to <br />have an administrative draft of the proposed conservation strategy in late July or early August for <br />review and discussion purposes. <br /> <br />Members of the Steering Committee have been meeting with representatives of the Bureau <br />oflndian Affairs (BIA) and the five Lower Basin tribes (Fort Mojave, Chemehuevi. Colorado River. <br />Fort Yuma-Quechan, and Cocopah Indian Tribes) to discuss the impacts of the BIA's proposed <br />covered projects and the ability of the tribes to participate in the development of restoration projects <br />on tribal lands. Reclamation, USFWS, BIA, and other representatives of the Steering Committee <br />are putting together detailed briefing packets and presentation materials for meetings with each of <br />the tribal councils. The meetings will be held in August, and are intended to provide the necessary <br />dialog to determine tribal participation in MSCP implementation. <br /> <br />The status of congressional funding for the Phase I MSCP projects is somewhat unclear at <br />the present time.
