The environmental scoping process was started by recording the
public concerns for alternative plans.

After thorough study and a comparative analysis of alternative
plans, a third public meeting was held in October 1979 to present these
alternatives for public reaction, to formulate new alternatives, snd to
develop a ranking of alternatives.

Another public meeting was held in February 1980 to discuss the
proposed verification program and to report on the status of the inves-
tigations.
