Creek <br />drainagl. also tributary to the North Platte River. which Doullas Creek diver- <br />aions a~e conveyed via the Douslaa Creek Pipeline for ultimate use within tho <br />municip.l watet system of the City of Cheyenne. <br /> <br />Th. controlling nppropriations involved in the Cheyena8 Water Project are <br />the dir,ct flow debts diverting from the Llttl/A Snake River drainage (Little <br />Snake Diversion Pipeline, Permits No. 22117 through 22134; 23193 through 23199; <br />and 26243 through '26261). All other permits involved are mechanisms for effec- <br />tuatinl~ the" exchange made possible by the exercise of the Little Snake direct <br />flow dahts. Regulation of the water diverted and stored by the Project w.Lll be <br />accomplished by limiting the amount of water diverted under the previously cited <br />Little Snake direct flow rights to whatever 1s available to thoBe rights in <br />priority, up to .the aggregate amo~~ of the individual appropriations. This <br />water will be conveyed thr.ough the Little Snake Diversion Pipeline to the tunnel <br />beneat~the Continental Divide and thence via the Hog Park Drop into Hog Park <br />Crdek ~ove Hog Park Reservoir. The qua~ttty'of water diverted from the Little <br />Snake drainage and delivered to Hog Park Creek will be continuously 1Ileasured and <br />accounti!d for. After entering Hog Park Creek, -the imported Little Snake water <br />will ftilw downstream into Hog Park Reservoir where it will either be stored or <br />relealea downstream, and ultimately will flow into the North Platte River via <br />Hog Par~ Creek and the Grand Encampment River. This imported Little Snake water <br />wilt seJve as a replacement to the North Platte River of water diverted or <br />stored Jrom Douglas Creek as described hereinafter. <br /> <br />.4SSIl <br />tba enlarged Hog Park Reservoir (Permit No. 7235 Res., and T.F. No. 23 <br />4/188) ~ll,be operated primarily to even out the releases to Hog Park Creek <br />under tl1e exchange. The U. S. Forest Service has lim.ited the .eJ.Ount of imported <br />water tbat c&n421 released 1ntq'Hog Park Creek to ~o more than~ c.f.s. Hence <br />whea mo~e than~c.f.s. is being brought into Hog Park Creek from the Little <br />Snake d~ainage. the excess will be stored in Hog Park Reservoir. This stored <br />water ~ll be released in accordance with release schedules prepared by the City <br />of Chey~nne and approved by the State Engineer and the U. S. Forest Service. It <br />is anti~ipated that most of the stored water in Hog Park Reservoir will be <br />release~ during the nonirrigation $e8S0n, October through Ap41l. Hog Park <br />Reservo~r will also be operated to enhance recreational use of the reservoir <br />iosofaias practicable. i.e., the reservoir will be kept at high levels during <br />tbe. rec~eation season (June through September), and lower levels during the <br />balance' of the year. . <br /> <br /> <br />I. <br /> <br />,1 <br /> <br />Releases from Hog Park Reservoir storage will be made to provide replace- <br />ment wa~er to the North Platte River for water diverted or stored from Douglas <br />Creek ~der the exchange arrangement described here~efore. A balance between <br />the two; sides of the exchange will be accomplished ~a11~ in concert witb the <br />requir~nts of the State Engineer. <br /> <br />Releases may be made from Hog Park Reservoir storage io excess of the rate <br />of dlve~sion or storage from Douglas'Creek, with such excess releases being <br />restor~ 1n- Seminoe Relerv01rii~:~tablish an "Advance Payback Account" for the <br />purpol~of accomplishing the balancing between the two sides of the <br />exchange. <br />~ Douglas Creek side of thi~;ahange (Permits No. 22094 through 22116' <br />6536 Rep., 6888 Res., and T.F. No.'13 5/163) will be operated so as to pr6vlde <br />water too meet the demands of the Cities of Cheyenne and Laramie within the <br />limits of availability of replacement water from the Little Snake drainage. <br />Wate~ ~ver~ed from the Douglas Creek drainage will be replaced ~th imported <br />water ,from the Little Snake drainage. <br /> <br />'i' <br /> <br />., <br />" <br /> <br />~ enlarged Ro~ I~~~~servoir on Douglas Creek (Permits No. 6536 Res., <br />6888 R~8'1 and T.r. No. IJ~/163) will be operated so as to store water when <br />both w~ter and storage space are available and the water supply in the North <br />Platte -laver between the mouth of Douglas Creek and Seminoe Reservoir is ade- <br />quate to fill all prior appropriations.
