This process has begun, but the program is not <br />complete. Mitigation measures shown on Tables 4 and 5 represent <br />mitigation concepts which were developed for the impacts in each of the <br />resource areas. These concepts are workable mitigation measures that <br />could reduce or avoid impacts if implemented. They are cQnceptual, <br />rather than specific, because they were developed to apply equally to <br />impacts of all plans. <br /> <br />B. Impacts and Effects of Alternatives <br /> <br />Six resource categories are shown in the tables presented in <br />this chapter, as are the important factors within each category which <br />would be affected by project actions. Resources determined to be <br />significant during the EIS scoping process are: <br /> <br />- Biological Resources <br /> <br />- Water Quality <br /> <br />Recreation <br /> <br />- Cultural Resources <br /> <br />- Social Resources <br /> <br />Economics <br /> <br />Resources which would be affected by project actions but were <br />determined not to be significant to the choice among the alternatives <br />are air quality, aesthetics, noise, geology/soils, and land resources. <br />Impacts to these resources are not shown in the following tables, but <br />are described in the supporting documents Environmental Impacts and <br />Effects of Plans, Volumes 1-7. <br /> <br />1. Environmental Consequences <br /> <br />Table 4 summarizes the environmental consequences of <br />Plans 8, 1, 2, 3, 6, and 7. Environmental impacts and effects are <br />displayed for significant resource factors, as are mitigation measures <br /> <br />15 <br />
