ALTERNATIVE 6 OFF-CHANNEL STORAGE OF MAINSTEM FLOWS Off.channel reservoir sites considered under this alternative were West Plum Creek, Hudson, Cactus Hill and Wild- cat Reservoirs. Storage capacities of these reservoirs range from 60,000 acre-feet for Wildcat Reservoir to 685,000 acre-feet for West Plum Creek Reservoir. The proposed West Plum Creek Reservoir would be located in Douglas County, The project would consist of a diversion dam on the South Platte River. a dam and reservoir on West Plum Creek and a tunnel connecting the Foothills Filtration Plant to the West Plum Creek Reservoir. The West Plum Creek Reservoir would, in addition, store flows derived from West Plum Creek, The project would provide additional deliveries of 34,300 acre-feet per year. The proposed Hudson Reservoir would be located on Box Elder Creek. east of Denver. This project could pro- vide additional deliveries of 12,600 acre-feet per year. The proposed Cactus Hill Reservoir would be located on Black Hollow Creek, which is a tributary of Lone Tree Creek in Weld County, The reservoir would have a total capacity of nearly 291,000 acre-feet. About 28.500 acre-feet per year of additional water would be delivered, The Riverside Irrigation Company and Public Service Company of Colorado have proposed a reservoir project in the Wildcat Creek sub-basin, The dam and reservoir would be con- structed to store 60,000 acre-feet of South Platte River water primarily for irrigation and power generation. This would provide an additional 6,300 acre-feet of water deliveries per year. Evaluation The market-valued outputs of this alternative would be irrigation water and municipal and industrial water supply, Net annual economic benefits are estimated to be $4,4 million, This amounts to a 0.4 percent rate of return on the required investment of $1.08 billion, Only the West Plum Creek Reservoir has been designed with a storage allo- cation specifically for flood control.
