If the proposed downstream mainstem reservoir were constructed, --- , \~ I ~l) 12~--- I r;-:\-I then stored water would be transferred to the proposed Fremont-Butte Re- servoir. If the proposed downstream mainstem reservoir were not con- structed, water would be transferred initially to the proposed Morgan- Beaver Reservoir and subsequently to the proposed Beaver Creek Reservoir, Flows then would be conveyed to the proposed Fremont-Butte Reservoir, where it would be transferred to three proposed reservoirs in the High Plains area_ This water storage and distribu- tion system is known as the "upper unit," and water would be transferred throughout the Republican River basin from these three reservoirs. The "lower unit" would consist of the diversion of water from the mainstem South Platte River at Sedgwick to a pumping plant, Diverted flows then would be pumped up to the High Plains for distribution to three reser- voirs, Surface water then would be distributed to the Republican River basin for irrigation. As part of this alternative, it was assumed that a reservoir would be constructed on Cottonwood Creek. a tributary to the South Platte River near Julesburg, to provide storage to satisfy downstream requirements of the South Platte Compact. The market-valued outputs of this alternative would be irrigation water. Net annual economic benefits of Alter- native 13a are negative (costs exceed benefits by $4,7 million) as is the rate of return (-3.4 percent) on the esti- mated required investment of $137 million_ Net annual economic benefits of Alter- native 13b are negative (costs exceed benefits by $2,5 million or more), as is the rate of return (-1.8 percent) on the estimated required investment of $137 million_ JULESEh....Folt; ____ ~ ---, R~, ,,' JULES~URG I SEDGWICK ,P~KS.
