ALTERNATIVE 9
COMBINED DOWNSTREAM
MAINSTEM AND
EXPANSION STORAGE

Under this alternative, downstream
South Platte River storage (Alterna-
tive 8) would be combined with expan-
sion of existing facilities (Alternative
4}, The combination of Alternative 4
and 8 would result in water deliveries
of 120,900 acre-feet.

The market-valued outputs of this
alternative would be irrigation water,
municipal and industrial water supply,
hydroelectric power and flood protec-
tion. Net annual economic benefits
are estimated to be $5,9 million, This
amounts to a 1.9 percent rate of return
on the required investment of over
$317 million,

Nonmonetary impacts would be sim-
ilar to those described under Alterna-
tives 4 and 8.
ALTERNATIVE 10
COMBINED TRIBVT ARY AND
DOWNSTREAM MAINSTEM
STORAGE

This alternative considers develop.
ment of mountain tributaries within
the Cache la Poudre River and St.
Vrain Creek sub-basins (Alternative
3) combined with downstream main-
stem development on the South Platte
River (Alternative 8), Based upon the
availability of undeveloped stream-
flows on mountain tributary streams,
and on the main stem South Platte
River. storage reservoirs could be
implemented concurrently_ This alter.
native is estimated to deliver 133,300
acre.feet per year in additional flows.

Evaluation

The market.valued outputs of this
alternative would be irrigation water,
municipal and industrial water supply,
hydroelectric power and flood protec.
tion. Net annual economic benefits
are estimated to be $38.3 million, This
amounts to a 8.6 percent rate of return
on the estimated required investment
of $443 million,
Employment changes, government
3 and 8.

existing flood control benefits on the
South Platte River,

A downstream mainstem reservoir
combined with mountain tributary
storage reservoirs would enhance

The proposed mountain tributary
reservoirs (Alternative 3) could have
greater impacts on' fish and wildlife
than the lower mainstem reservoir, All
of these proposed reservoirs could
provide new lake fisheries,
