<br />WATER ALLOCATIONS STUDY

<br />The Board of Directors and se\'eral Committees haH
<br />devoted considerable time this past year compiling data
<br />which will be used by the Board of Directors in de,'elop.
<br />Ing a formal Water Allocation Policy, The Board is
<br />obligated to sell Project water "equitably" for 11, muni.
<br />cipal, and (21 irrigation use. They are obligated to meet
<br />the annual payments plus interest to the Federal Go\'ern.
<br />ment, and will have to base the annual cost of Project
<br />water to meet these payments. Applications for water
<br />will be mailed out to potential customers early each year,
<br />so allotments will be known in time for effective use that
<br />year.

<br />LAMAR REQUEST To JOIN D'STRICT
<br />
<br />During the past two years the Board and Officials from
<br />Lamar have been working on a request from the City of
<br />Lamar to become a part of the Conservancy District.
<br />A great deal of statistical data on cost, water require.
<br />ments, and District obligations has been developed~ and
<br />a final decision on this request is expected at Ihe January
<br />18, 1968 meeting. During this same period, letters ha\'e
<br />been received from a number of other cities and areas
<br />seeking information on procedure to be followed to be.
<br />come a part of the Conservancy District. These requests
<br />indicate that the municipalities and areas are desirous of
<br />benefiting from Project and other water which will be
<br />a,'ailable through the Southeastern Colorado Water Con.
<br />servancy District.

<br />ARKANSAS VALLEY ECONO~IIC DEVELOP!\IEr\T STUDY
<br />
<br />Five years ago, the District joined with the State of
<br />Colorado, Division of Commerce and Developmellt~ and
<br />several agencies of the Federal Government to develop
<br />a comprehensive master plan for the Arkansas Valley.
<br />The Directors and officials from the Bureau of Reclama.
<br />tion were interested in factual information related to
<br />future growth which could be used in projecting water
<br />sales, both municipal and agriculture. The final draft of
<br />this Study was presented to a large group of citizens
<br />from throughout the Valley at a meeting in Pueblo, on
<br />November IS, 1967. The Water Utilization Section com.
<br />piled by Colorado State University will be of great value
<br />to the District in its long-range planning.
