<br />passage of a Bill which incorporates the needs of the
<br />State of Colorado,
<br />Funding for the Frymgpan-Arkansas Project.. un.
<br />fortunately, became invoh'ed in the Central ArIzona
<br />Legislation in 1967, and only the timely and persistant
<br />action of our Congressional Delegation pre,'ented what
<br />could have been a serious dela)' in the construction of the
<br />Project. Senator Carl Harden of Arizona, had thI.:eatened
<br />to withhold the appropriations for the Fryingpan.A.rkan-
<br />sas Project to obtain a favorable "ote from the Colorado
<br />Delegation for his version of the Central Arizona Project.

<br />Water is a uni\'ersallanguage. and is one of the most
<br />critical items in the Cnited States because of growing
<br />populations, limited supply, new water pollution l~ws,
<br />and an overall misunderstanding of the needs of "anou~
<br />segments of our economy.
<br />One of the best ways to insure that the interests of the
<br />Southeastern Colorado Water Conservancy District are
<br />known and protected, is to ha,.e officials from the Dis-
<br />trict participate in State, Region, National, and e"en
<br />International Water Meetings. This enables our repre-
<br />sentatives 10 explain District plans and obtain up-dated
<br />timely information while creating a close ".orking rela-
<br />tionship with individuals who represent other \\.ater agen.

<br />The policy of delegating cerlain Directors and Staff
<br />to represent the District ,\.as carried out by the Board
<br />in 1967. As a result of this policy, critical information
<br />was gained at such functions as: National Reclamation
<br />Association, Colorado Ri\.er Water Esers Associationl
<br />Analog Tour, Pecos and Rio Grande Ri,.er' Tour~ Glen

<br />Shortly after the first of the )'ear~ the members of the
<br />Rh'er Administration and Education Committee set about
<br />the task of de\'eloping a series of Brochures which would
<br />describe the work of the District, its relationship to the
<br />Fningpan-Arkansas Project and provide general infoI'.
<br />m~tion on water. Five Brochures were prepared by this
<br />Committee. and the Board authorized the printing of
<br />10,000 ea~h. Copies have been distributed throughout
<br />the District, and to interested citizens and organizations
<br />all o\'er the nation. The Brochures set forth factual infor-
<br />Illation on: 1. Colorado State Laws Go,'erning Water Con-
<br />serva'ncy Districts. 2. Operating Principles of the Frying-
<br />pan-Arkansas Project. 3. Contract between the United
<br />States and the Southeastern Colorado Water Conservancy
<br />District. 4. Glossary of Common Water Resources Terms
<br />ann 5. The Fryingpan-Arkansas Project and its Struc.
<br />ture. Additional Brochures will be added to the series
<br />from time to time, to help provide water information
<br />and thereby create better understanding and cooperation
<br />throughout the District and the State. Copies are avail-
<br />able at the District office, 905 Highway 50 West. Pueblo,

<br />GAGfNG STATIONS
<br />
<br />The District office continued to read the District
<br />sponsored gaging stations at Wellsville and Canon City
<br />on a daily basis, between April and October. They pro-
<br />,'ided this information along with other readings from the
<br />Division Engineers office to the Bureau of Reclamation
<br />and other interested Ditch Associations along the River.
<br />The Board has entered into a comprehensive gaging Study
<br />with the Bureau of Reclamation, U.S.G.S., Colorado
<br />Water Conservation Board, and the State Engineers office
<br />to de,.elop a long range River gaging program, which
<br />will provide critical data on a year around basis. This
<br />be extremely important in the conduct of selling anrl
<br />delivering Project water. Which must be sold on, a "use
<br />and reuse" basis.
