This Project is of gra,-e concern and (Jl
importance to the Southeastern Colorado WaleI' Conser. c.c
,-anc'- District since our adjudicated rights to Project Q ..
watei. are from the Colorado Ri,'er, and future use of
water under these rights ,dll be affected by the provisions
of the Central Arizona Project. This Project, will deter.
mine how the water in the Colorado River might be aug.
mented. stored. and used. and authorities say that the Cen-
tral Arizona P~oject ma,'. be the last opportunity the State
of Colorado will ha,-e to obtain fa\'orable legislation to
protect its use of waters in the CO,I~ra~o. Senator Carl Harden of Arizona, had thI.:eatened
to withhold the appropriations for the Fryingpan.A.rkan-
sas Project to obtain a favorable "ote from the Colorado
Delegation for his version of the Central Arizona Project.

CRITICAL WATER MEETI\GS 1\ 1967

Water is a uni\'ersallanguage. and is one of the most
critical items in the Cnited States because of growing
populations, limited supply, new water pollution l~ws,
and an overall misunderstanding of the needs of "anou~
segments of our economy.
One of the best ways to insure that the interests of the
Southeastern Colorado Water Conservancy District are
known and protected, is to ha,.e officials from the Dis-
trict participate in State, Region, National, and e"en
International Water Meetings. This enables our repre-
sentatives 10 explain District plans and obtain up-dated
timely information while creating a close ".orking rela-
tionship with individuals who represent other \\.ater agen.
cies_
The policy of delegating cerlain Directors and Staff
to represent the District ,\.as carried out by the Board
in 1967. Five Brochures were prepared by this
Committee. and the Board authorized the printing of
10,000 ea~h. Copies have been distributed throughout
the District, and to interested citizens and organizations
all o\'er the nation. The Brochures set forth factual infor-
Illation on: 1. Colorado State Laws Go,'erning Water Con-
serva'ncy Districts. 2. Operating Principles of the Frying-
pan-Arkansas Project. 3. Contract between the United
States and the Southeastern Colorado Water Conservancy
District. 4. Glossary of Common Water Resources Terms
ann 5. The Fryingpan-Arkansas Project and its Struc.
ture. Additional Brochures will be added to the series
from time to time, to help provide water information
and thereby create better understanding and cooperation
throughout the District and the State. Copies are avail-
able at the District office, 905 Highway 50 West. Pueblo,

GAGfNG STATIONS

The District office continued to read the District
sponsored gaging stations at Wellsville and Canon City
on a daily basis, between April and October. They pro-
,'ided this information along with other readings from the
Division Engineers office to the Bureau of Reclamation
and other interested Ditch Associations along the River.
The Board has entered into a comprehensive gaging Study
with the Bureau of Reclamation, U.S.G.S., Colorado
Water Conservation Board, and the State Engineers office
to de,.elop a long range River gaging program, which
will provide critical data on a year around basis. This
be extremely important in the conduct of selling anrl
delivering Project water. Which must be sold on, a "use
and reuse" basis.

. ~-

.-.~~.:: ?{?:~)~~~';r~:~:::::~;f?;.{,t,t,(,;,.:}..~:"'rs.~:. .
......
..'. .:..'":......

:....:.:.:-~~...'~--...-:.I'::.
.
