This plan is in satisfaction of <br /> <br />the Lease Agl'eement and Contract between the United States of Amedea <br />and the State of Colo!'ado, sig-n"'d 21 ~ebl'uery IH85, where it is <br />referred to as the Head-San Luis takes Area ~aster Plan. The agencies <br />involved with developing, funding, And DlAnaging the area are the Bureau <br />of Reclamation (BOR). Division of Wildlife (DOW) , Division of Parks and <br /> <br />Outdoor Recreation (DPOR). smd the Colorado Water Conservation Board <br /> <br />(CI'/Cn'I) . <br /> <br />The Lease Agreement defJnes cost-sharing obligations covered <br /> <br />under the Federal Water Project Recreation Act and states that the <br /> <br />"MHster Pl.an" will include state facilitieS which are not subject to <br /> <br />provisions of the Lease Agt'eement an<l Contract. Through a Memorandum <br />of UnderstandiLlg with other agendes. the DOW has agreed to manage the <br />area as a multiple use wlit, although the emphasis will continue to be <br />for wildlife resources and wildlife related recreation. <br /> <br />To accommodate multiple use management, the area is divided into <br />two units designated as wildlife (northern unit) and recreation areas <br /> <br />(southez'n unit). The not'thern unH including Head Lake will be <br />developed primarily for waterfowl production and hunting. The Division <br />of Wildlife is responsible for the wildlife developments on the <br /> <br />northern wlit. The southern unit which includes San Luis T,ake will be <br /> <br /> <br />developed to accon~odate fiahing, hunting, boating, camping, <br /> <br />picnicking, general recreation activities, anti l1mite<l wildlife <br />d<!!velopments. <br /> <br />Responsibility for development ,;osts I'Ire covered in general <br />agreements and are included in the append1.ces of this plan.
