Snake River Valley would develop agricul turally and indus t-
rially into a conspicuous and integral part of the gre?t stRte
of Wyoming.

Oonclusions: Since early pioneer days these good ueople have suf-
fered the hardship of a struggle against insuperable odds. SeRson
after season they have seen their crops wither while they were
helpless. Year following year for a painful cycle >Theat and 08.tS
and barley have sprouted and gro~m to a point near maturity. ~nen
the >Tater supply has disappeared almost over night. Their beau-
tiful and promising fieldshave begun to wither and parch until
their acres of grain and alfalfa hugged the ground unfit to provldf
even fodder. Disheartened over the failure of their promising
harvest they have struggled through cold and dreary >Tinter months
with small stacks of hay and scant bins of grain. In many cases
some cattle and sheep and hogs have been sacrificed in an uni~ritl'1g
market in order that sufficient feed might carry over until spring
for their d>Tindling herds and flocks. This has not been the f~to
of all r=chers and farmers but the number has been large enough '0
arouse a deop and sympathetic interest from all >Tho have >Titncssad
this depressing, recurring situation, with deep concern. But [.ll
have suffered losses and inconvenience. And yet this neod not be.
The good Lord has placed in cold storvge far back on the mountain
fastnesses, nassive banks of ico nod snow. Amplo in quantity to
bring all crops to full fruition without appreciable increase in
labor and supervision. In the field of human experience the probl~
confronting us is not UllusUAJ. in its solution. Our crops are gro,''1l
in our fields with little occasion for immediate use. Our ever~'
day wisdom and foresight in other lines of effort a~d production
parnllel tho stornge plan of preservation in our anticipation of
future needs. We plant our crops and cultivate them in the prop0r
season and then we harvest them and store them securely awny froLl
the ravages of the elemonts until the senson "hen they do not e,rJ'"
in order that we may enjoy the comforts and pleasure and hCA.lth of
good living.

The water problem is similar. Tho reservoir is our storage
plant. The masses of snow and ice piled up in the winter months
are our harvest placed there by the generosity of nature. We n2~~
ml!lrely to c".tch and store the streAms of water that flow from .t:1~
mountains of ice much as the farmer catches the gr~in as it flows
from the combine in order that it mAY not go to waste.

What A. beautiful thought it is to contemplate th~t r..".ture
unfolds to us the possibilities of happy, prosperous living if we
but bring the forces of nature to serve our best intere"ts. Mo,ch
of our suffering and inconvenience in this world is due largely te
the fact that we fail to ?nticipnte our future needs and mnke
provision to satisfy them. There is no worthwhile rewnrd witho~~
effort and where diligent, intelligent and pninstnking effort is : .
made tho reward is ample and health promoting.

In our democracy we are all members of a great social group.
Our interests may vary but our obligations are mutual. Solicitui~
for our welfare finds expression through our divinely inspired
