<br /> <br />"Resolved, rhat it is the sense of this conference that the <br />present and future rights of the several States whQse territory <br />is iu whole or in part included within the drainage area of the <br />Oolorado River, i and' the rights of the United States, to the use <br />and henefit of the waters of said stream and its tributaries, <br />should be settled and determined by compact or agreement be- <br />tween said States and' the United States, with consent of Oon- <br />gress, and that 'the legislatures of said States be requested to <br />authorize the appoiutment of a commissioner for eacll of said <br />States for the purpose of entering into sucb compact or agree- <br />ment for subsequent ratification and approval by the legislatUl'e <br />of each said States and the Oongress of the United States," <br /> <br />Pursuant to the last-quoted resolution, and at the reqnest <br />of the governor :of Arizona, president of the League of the South- <br />west, bills were drawn and submitted to the legislatures of the <br />seven States involved, and were thereafter enacted by all of said <br />States. <br /> <br />Each of said bills provide for thc appointment of a commis- <br />sioner for eacll of said States by the respective governors for <br />the purpose of formulating the compact or agrcement provided for <br />by the eoncurrynt legislation, <br /> <br />rhe legislation by eaeh of the States also provided for a <br />representative ~f the United States to act on behalf of the Fed- <br />eral Gov.ernment in th.e formulation of the interstate compact <br />or agreement, <br /> <br />Pursuant to' the above legislation, the governors of each of <br />the States have ap]lointed their re$pective commis.ioners, <br /> <br />May 10, 19Z1, the governors of thE! scven States, 01' their dnly <br />accredited representatives, met at the city of Denver and there <br />formulated resolutions calling upon the President of the United <br />States and upon Oongress to provide for the appointment of a . <br />representative for the United States in harmony with the above. <br />mentioned legi~lation by the States, and directed that the reso- <br />lution so formulated be laid before the President and Oongress <br />by the governors of the States, rhe resolution adopted by the <br />governors at Denver was presented by the governors, or their <br />duly accredited representatives, to the Secretary of the Interior, <br />at Washington, May 17, and to the President of the United <br />States, May 19, ,1921. <br />i <br /> <br />BRIEF!6N LAW OF INrERSrATE OOMPAGrS. <br /> <br />J <br /> <br />POWERS OF STkTES TO ENTEla INTO OOMPACTS. <br />, <br /> <br />Oompacts' 01' agreements between the States are recognized <br />by Article I, section 10, paragraph 3, of the Oonstitution of the <br />United States, which provides: <br /> <br />[ 20 ] <br />
